COUNCIL MEETING MINUTES
Date: October 19, 2009 Time: 7:00 p.m. Location: 100 East Broadway
Monmouth, Illinois
I. CALL TO ORDER &PLEDGE OF ALLEGIANCE
Mayor Rod Davies called the meeting to order in the Council Chambers at City Hall at 7:00 p.m. and led the audience in the Pledge of allegiance to the Flag.
II. ROLL CALL
City Clerk Susan S. Trevor called the roll and those answering present were:
Aldermen Tim Heatherly, Dave Rutledge, Dave Bates, Bob Wells, Dan Heatherly, and Jaime Godina Absent: Alderwoman Vicki McNamara Also Present: Mayor Rod Davies, City Clerk Susan S. Trevor, City Administrator Eric Hanson, City Attorney Marcum Spears, Fire Chief Jim Conard, Police Chief Brad Zeigler, EMC Public Works Director Andy Jackson, Cemetery/Zoning Administrator Chuck Talley, and members of the Press.
III. APPROVAL OF MINUTES – October 5, 2009
It was moved by Alderman D. Heatherly and seconded by Alderman Wells to approve the minutes of the October 5th meeting as presented. AYE: Aldermen T. Heatherly, Rutledge, Wells, D. Heatherly, and Godina PASS: Alderman Bates ABSENT: Alderwoman McNamara NAY: none MOTION CARRIED.
IV. PRESENTATION TO THE COUNCIL
A. Old Business
There was none to be brought before the Council.
B. New Business
1. Approval of Bills
It was moved by Alderman Bates and seconded by Alderman Rutledge to approve the bills as presented. AYE: Aldermen Rutledge, Bates, Wells, D. Heatherly, Godina, and T. Heatherly ABSENT: Alderwoman McNamara NAY: none MOTION CARRIED.
C. Committee of the Whole discussion Items
There was no action on any C.O.W. discussion items.
V. BIDS, PETITIONS AND COMMUNICATIONS
There was nothing to be presented.
VI. ORDINANCES
A. 1st Reading
1. 09-026 – Granting a Use Variance – 601 W. Broadway
It was moved by Alderman D. Heatherly and seconded by Alderman T. Heatherly to accept the recommendation of the C.O.W. and approve Ordinance 09-026, which grants a use variance with three stipulations for usage. AYE: Aldermen Bates, Wells, D. Heatherly, Godina, T. Heatherly, and Rutledge ABSENT: Alderwoman McNamara NAY: none MOTION CARRIED.

2. 09-027 – Granting a Variance – 815 N. A Street
It was moved by Alderman Bates and seconded by Alderman T. Heatherly to accept the recommendation of the C.O.W. and approve Ordinance 09-027, which grants a variance for 815 N. Street. AYE: Aldermen Wells, D. Heatherly, Godina, T. Heatherly, Rutledge, and Bates ABSENT: Alderwoman McNamara NAY: none MOTION CARRIED.
VII. CITY ADMINISTRATOR'S REPORT
Administrator Hanson reported that the City is part of a 2 million dollar energy project; will receive the pension requests shortly; the milling on North Main Street will be finished tomorrow and the asphalt will then be laid; groundbreaking for Monmouth Crossing will be on October 27th at 1:00 p.m. and finally the City has received a check from the State for their share of traffic signal energy charges, which indicates that perhaps the State is beginning to pay their bills. At the next meeting Administrator Hanson said that he would give his 1st half of the year financial report.
VIII. ADJOURNMENT
It was moved by Alderman T. Heatherly and seconded by Alderman Wells to adjourn the meeting at 7:14 p.m. MOTION CARRIED by unanimous voice vote with the exception of Alderwoman McNamara, who was absent.
