I. CALL TO ORDER & PLEDGE OF ALLEGIANCE
Mayor Rod Davies called the meeting to order and led the audience in the Pledge of Allegiance to the Flag.
II. ROLL CALL
City Clerk Susan S. Trevor called the roll and those answering present were: Aldermen Tim Heatherly, Dave Rutledge, Les Dollinger, Bob Wells, Dan Heatherly, Jaime Godina, and Alderwoman Vicki McNamara. Also Present: Mayor Rod Davies, City Clerk Susan S. Trevor, City Administrator Eric Hanson, City Attorney Marcum Spears, Fire Chief Jim Conard, Police Chief Brad Zeigler, EMC Public Works Director Andy Jackson, Cemetery/Zoning Administrator Chuck Talley, Joe Pisula – Donohue & Assoc. and members of the Press. Absent: Alderman Dave Bates
III. APPROVAL OF MINUTES – December 7, 2009
It was moved by Alderwoman Vicki McNamara and seconded by Alderman T. Heatherly to approve the minutes of the December 7, 2009 meeting as presented. AYE: Aldermen T. Heatherly, Rutledge, Dollinger, Wells, D. Heatherly, Godina, and Alderwoman McNamara NAY: none ABSENT: Alderman Bates MOTION CARRIED

It was moved by Alderman D. Heatherly and seconded by Alderwoman McNamara to approve the bills as presented. AYE: Aldermen T. Heatherly, Rutledge, Dollinger, Wells, D. Heatherly, Godina, and Alderwoman McNamara NAY: none

C. Committee of the Whole Discussion Items
1. Approval of C.O.W. Minutes – December 7, 2009
It was moved by Alderman D. Heatherly and seconded by Alderman Rutledge to approve the minutes of December 7, 2009 as presented. AYE: Aldermen T. Heatherly, Rutledge, Dollinger, Wells, D. Heatherly, Godina, and Alderwoman McNamara NAY: none ABSENT: Alderman Bates MOTION CARRIED
2. MFD Monthly Reports
Fire Chief Conard reported that for October 2009 there were 4 fires, 44 rescues, 12 false alarms, 3 Hazmats and 59 service calls with a total of 127 fire alarms. For November there were 0 structure fires, 5 false alarms, 4 Hazmats, and 33 service calls with a total of 1184 fire alarms YTD at the end of November.








3. MPD Monthly Report
Police Chief Ziegler reported that there were 156 arrests for November, 1360 service calls and 2,237 dispatch calls. There were 67 snow route violations also. The Shop-with- a- Cop program held on December 13th was a success. The police department held a pizza lunch for the children and their parents. Warren Achievement provided transportation to Walmart where the children were each given $100 to spend for presents.
4. WWTP Update
Joe Pisula reported that he attended the job progress meeting today. There are no updates on change orders after #4. He inspected the main plant & found that structure 105, the grit building, has some cracked masonry. The last remodeling of this building was in 1980. Williams Brothers Construction has made limited progress recently due to the cold weather. They have put more management from the Peoria office at the site as they realize they have just 3 months to complete the project. They still indicate that it will be substantially complete by March 27, 2010. The WWTP is to be totally completed by July 30, 2010. Donohue has stressed that there will be no more extensions and Williams Brothers must meet deadlines.
5. Tax Levy Proposal General Discussion
Council members said they have had positive feedback from most people. Mayor Davies said they will have a broader discussion later on the tax levy proposal.
V. PASSAGE OF ORDINANCES AND RESOLUTIONS
A. Ordinances – 1st Reading
1. 09-032 – Granting a Variance, 212 N. I Street
A variance was requested to build an 8 x 10 shed at 212 North I Street
2. 09-033 – Granting a Variance, 510 West 1st Ave.
A variance was requested to place a 2' x 3' sign at 510 West 1st Avenue.
It was moved by Alderman Rutledge and seconded by Alderman D. Heatherly to approve Ordinances 09-032 & 09-033 collectively along with the amendment for 09-033 changing 212 W. 1st Street to 212 W. 1st Ave. AYE: Aldermen Wells, D. Heatherly, Godina, T. Heatherly, Rutledge, Dollinger and Alderwoman McNamara NAY: none ABSENT: Alderman Bates MOTION CARRIED.
3. 09-034 – Tax Levy 2010-2011
Mayor Davies said the amount being levied is slightly below the 3% rate.
4. 09-035 – 09-038 –Abating General Obligation Bonds
Abatements will be funded out of the water & sewer fund. Mayor Davies asked for input from the City Administrator. Administrator Hanson stated that the city's tax rate will go down but this should still provide a tight but sound budget along with also providing for 100% funding of the pensions.
It was moved by Alderman D. Heatherly and seconded by Alderman Godina to approve Ordinance 09-034 through 09-038. AYE: Aldermen Wells, D. Heatherly, Godina, T. Heatherly, Rutledge, Les Dollinger and Alderwoman McNamara NAY: none ABSENT: Alderman Bates MOTION CARRIED.
VI. BIDS, PETITIONS, AND COMMUNICATIONS
There were no bids, petitions or communications.








VII. City Administrator's Report
Administrator Hanson said he had sent a lengthy update on Friday but would be glad to meet with anyone to discuss the update.
VIII. ADJOURNMENT
It was moved by Alderman D. Heatherly and seconded by Alderman T. Heatherly to adjourn the meeting at 6:30 p.m. MOTION CARRIED by unanimous voice vote with the exception of Alderman Bates, who was absent.
