COUNCIL MEETING MINUTES

I. CALL TO ORDER & PLEDGE OF ALLEGIANCE
Mayor Rod Davies called the meeting to order in the Council Chambers at City Hall at 7:00 p.m. and led the audience in the Pledge of Allegiance to the Flag.
II. ROLL CALL
City Clerk Susan S. Trevor called the roll and those answering Present were: Aldermen Tim Heatherly, Dave Rutledge, Dave Bates, Les Dollinger, Bob Wells, Dan Heatherly, Jaime Godina and Alderwoman Vicki McNamara Also Present: Mayor Rod Davies, City Administrator Eric Hanson, City Clerk Susan S. Trevor, City Attorney Marcum Spears, Fire Chief John Cratty, Police Chief Brad Zeigler, Building Inspector Jim Conard, Community Development Director Paul Schuytema, EMC Public Works Director Andy Jackson and members of the Press.
III. APPROVAL OF MINUTES – April 4, 2011
A. April 4, 2011 Council Minutes
It was moved by Alderman Bates and seconded by Alderman Dollinger to approve the minutes of the April 4, 2011 Council Meeting as corrected. AYE: Aldermen Tim Heatherly, Rutledge, Bates, Dollinger, Wells, Dan Heatherly, Godina, and Alderwoman McNamara NAY: none MOTION CARRIED.

1. Consent Agenda
a. Approval of Bills
It was moved by Alderman Tim Heatherly and seconded by Alderman Dan Heatherly to approve the bills as presented. AYE: Aldermen Rutledge, Bates, Dollinger, Wells, Dan Heatherly, Godina, Tim Heatherly and Alderwoman McNamara NAY: none MOTION CARRIED.
C. Committee of the Whole Discussion Items
1. Signage Request – Grace Bible Church – Gary Robertson
Mr. Robertson asked permission to erect a 24" x 18 sign at the corner of West Broadway and South H Street. It was moved by Alderman Wells and seconded by Alderman Rutledge to authorize Andy Jackson, EMC Public Works Director, to proceed with working with Grace Bible Church to properly place a sign in the above-stated location. AYE: Aldermen Bates, Dollinger, Wells, Dan Heatherly, Godina, Tim Heatherly, Rutledge and Alderwoman McNamara NAY: none MOTION CARRIED.
2. MFD March Report – Chief Cratty
Chief Cratty stated that the total number of Emergency Calls for the month of March was 109 which included 5 fires; 50 Hazardous Conditions; 28 Service Calls; 10 Good Intent Calls and 7 False Alarms and Calls. He said that Staff Training included hands-on experience in driving, backing and handling the various pieces of MFD apparatus, which is recommended by the City's insurance carrier. In relation to Non-Emergency activities, Chief Cratty met with John White to discuss the language barriers and cultural customs of members of the Monmouth community in order for the MFD to improve its service delivery to all members of the community. A department policy was developed on the operation of the commercial fire inspection program and will be discussed at the MFD April staff meeting. Chief Cratty also announced that Midwest Bank of Western Illinois donated $200 to enable the MFD to purchase smoke detectors until the Federal grant, which the department applied for, comes through. Also, Chief Cratty wanted to publicly thank Kirkman's Composite for installing and donating the part to secure the "jaws of life" apparatus inside the emergency response truck that is used by the department in extrications. In the past, it has been a problem with the apparatus not remaining secure during travel times.
3. MPD March Report – Chief Zeigler
Chief Zeigler reported that in the month of March there were:
82 arrests; 1,265 calls for service; 142 calls for 911; 2,182 dispatch calls;
24 accidents responded to; 18 grant hours worked and 10,367 miles patrolled. He also informed the Council that National Telecommunication Week was this past week and the department held a pizza party and thanked the dispatchers for jobs well done.
The month of May is going to be a busy month for the MPD according to Chief Zeigler with helping out at the Special Olympics on May 7th; hosting the Fishing Derby on May 14th and holding the annual Downhill Race on May 21st. Chief Zeigler announced that the MPD is starting an 8 weeks "Citizen Police Academy" beginning June 15th through July 27th. There will be space for around 18 to 20 people. Applications will be ready in a week or two and may be picked up at the Police Department. The "Academy" will allow citizens to learn more about the department and meet with the officers. On the last night of the "Academy", there might be an opportunity for selected members of the class to fire some weapons at the MPD pistol range.
4. Community Development March Report – Director Paul Schuytema
C.D. Director Paul Schuytema updated the Council on his March activities. The new website is developing nicely and he has been working with Administrator Hanson with regard to adding the social network tools of Facebook and Twitter to our website. These social media aspects are more casual and event driven than the traditional network methods. These sites would be for information sharing and the City would be able to control these sites through 2 methods: 1) how the site is set-up 2) setting the policy for posting. Mr. Schuytema said that he is currently working with Jan Helms and Chief Cratty with regards to setting up an online geo-coded database. He is also moving on to the third step in the Community Matters program and will be meeting with a University of Illinois Department of Urban planning masters level student to determine if his skills will fit in with our downtown strategic plan.
5. Approval of FY 2012 Budget
It was moved by Alderman Bates and seconded by Alderman Dan Heatherly to approve the Fiscal Year 2012 Budget as presented. AYE: Aldermen Dollinger, Wells, Dan Heatherly, Godina, Tim Heatherly, Rutledge, Bates and Alderwoman McNamara NAY: none MOTION CARRIED.
6. Waste Management Request – Dave Schaab
At the inception of the City's contract with Waste Management fuel costs were $3.00 per gallon for diesel fuel and that cost at present is $4.78 per gallon. Fuel charges are currently very unstable with no definite projection as to where stabilization will occur and therefore, Waste Management is requesting a 20 cent per household adjustment for fuel as of June 1, 2011. Mayor Davies informed the Council that the issue will be studied and that the resulting facts will be given to the Council to guide them in making a decision with regards to the above-stated request.
V. ORDINANCES
A. 1st Reading
1. 11-002 – Amendment to Section 94.01, Entitled "International Fire Code"
According to Administrator Hanson discussions are taking place with Zoning Board of Appeals members to orient them as to their role in the appeal process for those owners of properties found to be in violation of the Fire Code. The roles for this Board fit the same roles that the current ZBA members have. It was moved by Alderman Bates and seconded by Alderman Rutledge to approve Ordinance 11-002, amending the International Fire Code to include the same members as the Zoning Board of Appeals, which shall adopt their own rules and regulations for hearing appeals. AYE: Aldermen Wells, Dan Heatherly, Godina, Tim Heatherly, Rutledge, Bates, Dollinger and Alderwoman McNamara NAY: none MOTION CARRIED.
2. 11-003 – Authorizing Sale of Municipally Owned Personal Property
It was moved by Alderman Dollinger and seconded by Alderman Wells to approve Ordinance 11-003, authorizing the sale of municipally owned personal property. AYE: Alderwoman McNamara and Aldermen Dan Heatherly, Godina, Tim Heatherly, Rutledge, Bates, Dollinger and Wells NAY: none MOTION CARRIED.
3. 11-004 – Amendment to Section XV, Land Usage, Section 150.002, Permit Fees
Jim Conard, Building Inspector, stated that some of the Permit Fees haven't been raised since the mid 1990's. After reviewing other cities fees, he found that Monmouth is 2.2% lower with our fees on our high end projects than the other cities such as Galesburg, which charges 5% of their high end projects. It was moved by Alderman Dan Heatherly and seconded by Alderman Tim Heatherly to approve Ordinance 11-004, Amending Section 150.992, Building Permit Schedule. AYE: Aldermen Dan Heatherly, Godina, Tim Heatherly, Rutledge, Bates, Dollinger, Wells and Alderwoman McNamara NAY: none MOTION CARRIED.
VI. OTHER BUSINESS
A. Proclamation – National Motorcycle Month
Mayor Davies read a Proclamation declaring May as Motorcycle Month in the City of Monmouth along with the State of Illinois.
B. City Administrator's Report
Administrator Hanson had nothing further to report at this time.
VII. ADJOURNMENT
It was moved by Alderman Dan Heatherly and seconded by Alderman Tim Heatherly to adjourn the meeting at 7:55 p.m. MOTION CARRIED by unanimous voice vote.
