COUNCIL MEETING MINUTES

I. CALL TO ORDER & PLEDGE OF ALLEGIANCE
Mayor Rod Davies called the meeting to order in the Council Chambers at City Hall at 7:00 p.m. and led the audience in the Pledge of Allegiance to the Flag.
II. ROLL CALL
City Clerk Susan S. Trevor called the roll and those answering Present were: Aldermen Tim Heatherly, Dave Rutledge, Dave Bates, Les Dollinger, Bob Wells, Dan Heatherly, Jaime Godina and Alderwoman Vicki McNamara Also Present: Mayor Rod Davies, City Administrator Eric Hanson, City Clerk Susan S. Trevor, City Attorney Marcum Spears, Fire Chief John Cratty, Police Chief Brad Zeigler, Building Inspector Jim Conard, Community Development Director Paul Schuytema, EMC Public Works Director Andy Jackson and members of the Press.
III. APPROVAL OF MINUTES – April 18, 2011
A. April 18, 2011 Council Minutes
It was moved by Alderman Bates and seconded by Alderman Dollinger to approve the minutes of the April 18, 2011 Council Meeting as corrected. AYE: Aldermen Tim Heatherly, Rutledge, Bates, Dollinger, Wells, Dan Heatherly, Godina, and Alderwoman McNamara NAY: none MOTION CARRIED.

1. Consent Agenda
a. Approval of Bills
It was moved by Alderman Dan Heatherly and seconded by Alderman Les Dollinger to approve the bills as presented. AYE: Aldermen Rutledge, Bates, Dollinger, Wells, Dan Heatherly, Godina, Tim Heatherly and Alderwoman McNamara
C. Committee of the Whole Discussion Items
1. EMC March Report – Andy Jackson, EMC Public Works Director
The street sweeper has begun operating to clean up City Streets and the department has been filling pot holes caused by winter weather. There is still a punch list being taken care of at the new WWTP. The Phosphorus Removal project is supposed to start soon but there is a power pole where the building goes and it has been slow getting it removed.
2. Zoning April Report – Jim Conard, Building Inspector
Mr. Conard reported that there were 33 permits issued in the month of April with a value of $313,050 and that brings the YTD total to 63 permits issued. There were 36 junk and debris notices sent in April with 10 properties cleaned up and 3 owners received fines. Two mowing notices were sent in April with the properties being mowed by owners. There were six plumbing inspections during the month of April.
3. Community Development – DCEO Façade Grant – Paul Schuytema
The Western Illinois Regional Development Council suggested that the City of Monmouth go after a flexible Façade Grant like Canton, Illinois did. Canton requested a $395,000 grant and received $538,000 of improvements with the completion of 11 projects over the span of two years. The flex target for Monmouth would be $600,000 for 12 projects over a two year period. The grant would be written by WIRC. As part of receiving funds from the grant there would be a 15% owner buy in with a 4 year forgivable loan. This 15% buy-in from the property owners would be part of a 25% leverage requirement with the other 10% coming from the grant applicant (City). The administrative costs over two years would amount to around $30-35,000. This particular grant only allows for $5,000 of administrative costs to be written into the grant. If pursuing this grant is approved by the Council, WIRC will administer the grant. The money from this grant is not good for renovating an entire building. It is strictly for façade improvement and any façade work done by contractors is subject to the Federal Prevailing Wage requirements, which is slightly lower than our State Prevailing Wages. As part of applying for this Flex Grant, two resolutions of commitment of funds and showing local support must be passed. Mr. Schuytema believes that the City can get a "lot of bang for their bucks". In response to Alderman Wells' question as to whether there had been a lot of interest expressed in façade improvement, Mr. Schuytema said that he is hosting several meetings with the owners of the buildings that would be eligible to determine their interest and commitment to the project.
V. ORDINANCES
A. 1st Reading
1. 11-005, Granting Variance, 522 North Main Street
11-007, Monmouth College Business/Science Building Construction Zoning
It was moved by Alderman Bates and seconded by Alderman Dollinger to accept the recommendation of the Plan Commission and approve granting a variance to Mr. Karl Younquist for the property located at 522 North Main Street and to change the M.C. Business/Science Building from Medium Density Residential to Public Service Zoning. Administrator Hanson said that he met with college officials to discuss and arrive at solutions for traffic flow and parking issues during construction. AYE: Aldermen Bates, Dollinger, Wells, Dan Heatherly, Godina, Tim Heatherly, Rutledge and Alderwoman McNamara NAY: none MOTION CARRIED.
2. 11-006, 2011 Prevailing Wage
It was moved by Alderman Dan Heatherly and seconded by Alderwoman McNamara to approve the 2011 Prevailing Ordinance 11-006. AYE: Aldermen Dollinger, Wells, Dan Heatherly, Godina, Tim Heatherly, Rutledge, Bates and Alderwoman McNamara NAY: none MOTION CARRIED.
VI. OTHER BUSINESS
A. City Administrator's Report
Administrator Hanson had nothing further to report at this time.
B. Citizen Inquiries
There were no inquiries.
C. Administration of Oaths – Retired Judge Ron Tenold
Retired Judge Ron Tenold administered the oaths of office to incumbent 1st Ward Alderman Dave Rutledge; 3rd Ward Alderman Bob Wells; 4th Ward Alderman Dan Heatherly and newly elected 2nd Ward Alderman Brian Daw. After the swearing-in of the Aldermen, Mayor Davies announced that there would be a small gathering to welcome Alderman Daw to the Council and to thank Alderman Dollinger for his service on the Council.
VII. ADJOURNMENT
It was moved by Alderman Dan Heatherly and seconded by Alderman Tim Heatherly to adjourn the meeting at 7:55 p.m. MOTION CARRIED by unanimous voice vote.
