COUNCIL MEETING MINUTES

I. CALL TO ORDER & PLEDGE OF ALLEGIANCE
Alderman Dan Heatherly called the meeting to order in the Council Chambers at City Hall at 7:00 p.m. and led the audience in the Pledge of Allegiance to the Flag.
II. ROLL CALL
City Clerk Susan S. Trevor called the roll and those answering Present were: Aldermen Tim Heatherly, Dave Rutledge, Dave Bates, Brian Daw, Bob Wells, and Dan Heatherly Absent: Alderwoman Vicki McNamara and Alderman Jaime Godina Also Present: City Administrator Eric Hanson, City Clerk Susan S. III. APPROVAL OF MINUTES – May 2, 2011

It was moved by Alderman Bates and seconded by Alderman Wells to approve the minutes of the May 2, 2011 Council Meeting as presented. AYE: Aldermen Tim Heatherly, Rutledge, Bates, Daw, Wells, and Dan Heatherly NAY: none ABSENT: Alderwoman McNamara and Alderman Godina MOTION CARRIED.

It was moved by Alderman Rutledge and seconded by Alderman Bates to appoint Alderman Dan Heatherly as Mayor Pro-Tem for the May 16th Council Meeting in the absence of Mayor Davies. C. Committee of the Whole Discussion Items
1. MFD April Report – Chief Cratty
Staff training for the month of April focused on Forcible Entry and the Inspection Program. Chief Cratty said that he is currently assisting with training and supervision of several crews as the inspections continue. EMS training related to Basic Life Support drug administration was conducted by John Jurgens, Galesburg Area EMS System, OSF Medical Director. This training was centered on the protocol for administering the medications and the proper process for giving (injecting) the medication. Non-emergency activities included fire hydrant flow tests along 6th Street and Broadway in the vicinity of the planned Integrated Learning Center on the campus of Monmouth College; career shadowing with 4 Monmouth-Roseville and United high school students; fire drills at Monmouth College before the students left for the year and working with the EPA in removing (9) 55 gallon drums from the former service station site at 501 N. Main Street. Chief Cratty also reported that currently the MFD has 77 paid fire protection customers on the books for total revenue of $17, 693.11. In addition, he said that no significant repairs were made to MFD apparatus during the month of April. He concluded with telling the Council that fire hydrant testing and maintenance began on May 10th.
2. MPD April Report – Chief Zeigler
In the month of April there were 95 arrests; 1,298 calls for service; 147 – 911 calls; 2,169 dispatch calls; 21 accidents responded to; 21 grant hours worked and 10,000 miles patrolled by MPD. Chief Zeigler also said that even though the weather wasn't great for the Fishing Derby, there were still around 130 children who came. There were 5 bikes given away as prizes and a number of good sized fish caught. Next Saturday is the annual Downhill Race on the hill of North Sixth Street next to the Cemetery. Joe Bratcher and Taylor Peoples have returned from their tour of duty overseas with the National Guard and will be taking some time off before returning to duty the latter part of June. This past month the Rotary Club toured the MPD Building. In conclusion, Chief Zeigler announced that Ed Chewning will be retiring as of May 31st. He will still be working part-time for the 911 Board. There will be a retirement breakfast at the MPD on May 26th at 9:00 a.m.
3. Community Development April Report – Director Paul Schuytema
Mr. Schuytema highlighted the following his activities for the month of April as follows:
• Worked on transferring material from the City's old Web Site to its new site.
• Began working on a Geo-Coded Base with Junk and Debris and MFD
• Looking at upgrade to City-wide customer service with on-line service needs coming in that can be assigned to particular departments
• Prepared rough draft of the Downtown Strategic Plan that is contained in Council Web Packets
• Set-up meeting on May 2nd with Kate Ferrer, who is a masters student and wants to conduct her masters project by working on the Monmouth City Development Plan
• Met with Focus group for the Downtown Façade Project and received positive response to the project with 11 business owners potentially interested in participating.
4. Highway Authorization Agreement
Administrator Hanson explained that due to leaking underground storage tanks located beneath the site of the Walgreens Store and the fact that this leakage may or may not extend into the Highway Right-of-way, there needs to be an agreement that the City has no intentions of locating a well for a potable water supply there. It was moved by Alderman Rutledge and seconded by Alderman Tim Heatherly to approve the Highway Authorization agreement between the City of Monmouth and the owners, Monmouth One, LLC, for the property located at 600 N. Main Street. AYE: Aldermen Daw, Wells, Dan Heatherly, Tim Heatherly, Rutledge and Bates NAY: none ABSENT: Alderwoman McNamara and Alderman Godina MOTION CARRIED.
5. Illinois Clean Energy Community Foundation Grant Agreement
Administrator Hanson explained that due to the fact that City Hall is an aged facility the lights are old and it is not possible to obtain parts to replace those lights that are not working. The City applied to the Illinois Clean Energy Community Foundation for a renovation project grant in the amount of $12,500 to upgrade the lights at City Hall. The project will save the City 25.84 kilowatts per year and therefore the City would be able to recoup their money within three to four years. On April 18th, the City was notified that it received a grant of $12,900 for energy efficient upgrades to indoor lighting systems in City Hall. It was moved by Alderman Bates and seconded by Alderman Wells to approve the grant agreement for $12,900 with Illinois Clean Energy Community Foundation. AYE: Aldermen Wells, Dan Heatherly, Tim Heatherly, Rutledge, Bates and Daw NAY: none ABSENT: Alderwoman McNamara and Alderman Godina MOTION CARRIED.

A. 1st Reading
1. 11-008, Granting a Variance for 411 N. A Street

11-011, Granting a Variance for 1010 N. Main Street
It was moved by Alderman Wells and seconded by Alderman Bates to accept the recommendation of the Zoning Board of Appeals and approve granting the above-stated variances listed in Ordinances 11-008 to 11-011 collectively. AYE: Aldermen Dan Heatherly, Tim Heatherly, Rutledge, Bates, Daw, and Wells NAY: none ABSENT: Alderwoman McNamara and Alderman Godina MOTION CARRIED.
VI. RESOLUTIONS
A. 11-002, Commitment of Local Funds for the CDBG
It was moved by Alderman Tim Heatherly and seconded by Alderman Rutledge that the City of Monmouth commit funds from its Revolving Loan Fund (10%) and Funds from Private Property Owners (15%) for use in conjunction with the Community Development Building Grant with such funds equal to 25% of the estimated total project cost of $600,000 or $150,000. AYE: Aldermen Dan Heatherly, Tim Heatherly, Rutledge, Bates, Daw and Wells NAY: none ABSENT: Alderwoman McNamara and Alderman Godina MOTION CARRIED.
B. 11-003, Resolution of Support
It was moved by Alderman Tim Heatherly and seconded by Brain Daw to enter into and agree to the understandings and assurances contained in the application for the Community Development Building Grant. AYE: Aldermen Tim Heatherly, Rutledge, Bates, Daw, Wells and Dan Heatherly NAY: none ABSENT: Alderwoman McNamara and Alderman Godina MOTION CARRIED.
C. 11-004, 2011 MFT Resolution
It was moved by Alderman Wells and seconded by Alderman Tim Heatherly to approve the 2011 MFT Resolution for appropriation of the sum of $50,000.00 for the purpose of maintaining streets and highways under the applicable provisions of the Illinois Highway Code from January 1, 2011 to December 31, 2011. AYE: Aldermen Tim Heatherly, Rutledge, Bates, Daw, Wells and Dan Heatherly NAY: none ABSENT:
Alderwoman McNamara and Alderman Godina MOTION CARRIED.
VII. OTHER BUSINESS
A. City Administrator's Report
Administrator Hanson reported that the Monmouth Business Council's first Market Alley Music Dayze was a success with around sixty to seventy people in attendance. He encouraged the Council to stop by for lunch at the next "Music Dayze" on May 27th.
B. Citizen Inquiries
There were no citizen inquiries.
VIII. ADJOURNMENT
It was moved by Alderman Tim Heatherly and seconded by Alderman Bates to adjourn the meeting at 7:35 p.m. MOTION CARRIED by unanimous voice vote with the exceptions of Alderwoman McNamara and Alderman Godina, who were absent.
