COUNCIL MEETING MINUTES

 

OCTOBER 1, 2007

 

 

 

I. CALL TO ORDER AND PLEDGE OF ALLEGIANCE

 

Mayor Rod Davies called the meeting to order in the Council Chambers at City Hall, 100 East Broadway, Monmouth, Illinois at 7:10 p.m. and led the audience in the Pledge of Allegiance to the Flag.

 

II. ROLL CALL

 

Present: Aldermen Dan Burgland, Dave Rutledge, Dave Giles, Dave Smith, Bob Wells, Dan Heatherly, Rod Themanson, and Alderwoman Vicki McNamara Also Present: Mayor Rod Davies, City Clerk Susan S. Trevor, City Attorney Marcum Spears, Fire Chief Jim Conard, Police Chief Brad Zeigler, EMC Public Works Director Andy Jackson, Cemetery/Zoning Administrator Chuck Talley, and members of the Press.

 

III. APPROVAL OF MINUTES

 

It was moved by Alderman Smith and seconded by Alderman Themanson to approve the minutes of the September 17, 2007 meeting as presented. AYE: Aldermen Burgland, Rutledge, Giles, Smith, Wells, Heatherly, Themanson, and Alderwoman McNamara NAY: none MOTION CARRIED.

 

IV. PRESENTATION TO THE COUNCIL

B. New Business

 

1. Proclamation – TECHFEST 2007 Day

 

Mayor Rod Davies read and presented Sal Garza, Senior Account Manager for Illinois D.C.E.O., with a Proclamation declaring Friday, October 12, 2007 as &#34TECHFEST 2007 DAY&#34. This &#34Techfest Day&#34 is an event being held at Monmouth College from 1:00 – 4:00 p.m. with technology professionals from the Western Illinois area who will be on hand with exhibits, demonstrations, break out sessions and hands on learning opportunities.

 

V. COMMITTEE REPORTS

 

A. Public Works – Chairman Dave Smith

 

1. Update on 2007 Water Main Replacements

 

Andy Jackson, EMC Public Works Director, said that the City applied for a permit and the materials are ordered for the water main replacement. The estimated cost is $50,000 and is within the budget. The TIF project that included replacement of sidewalks on the North side of the 100 block of East Archer will start up again within a week, as the designation of an &#34orphan tank&#34 has been received from the State and permission to proceed has been given. Chairman Smith asked if anything further had been done towards televising the remainder of the designated sewers. Mr. Jackson replied that with the storm debris pickup, water main breaks, and the TIF project holdup, the sewer televising had been put off for now.

 

B. Public Safety – Chairman Dan Burgland

 

1. Monmouth College Homecoming Request

 

The Committee recommended approving the annual Homecoming parade route for Monmouth College on October 27 at 10:00 a.m. along with the request for &#34no parking&#34 signs to be used on East Broadway. It was moved by Alderman Wells and seconded by Alderman Themanson to accept the recommendation to approve the Monmouth College Homecoming parade route and use of &#34no parking&#34 signs on October 27 th. AYE: Aldermen Rutledge, Giles, Smith, Wells, Heatherly, Themanson, Burgland, and Alderwoman McNamara NAY: none MOTION CARRIED.

 

2. MACC Request for Banner on Square & Living Windows Event

 

It was moved by Alderman Themanson and seconded by Alderman Wells to accept the recommendation of the Committee to approve the request by MACC to place a banner in Central Park from 10/3/07 to 10/17/07 and to approve the six requests for Living Windows on December 7 th. AYE: Aldermen Giles, Smith, Wells, Heatherly, Themanson, Burgland, Rutledge, and Alderwoman McNamara NAY: none MOTION CARRIED.

 

3. No Parking on North Side of E. Euclid between 9 th and 8 th Streets

 

It was moved by Alderman Themanson and seconded by Alderman Wells to accept the recommendation of the Committee to approve having the City Attorney draw up an ordinance allowing parking on the South side of East Euclid beginning 80 feet west from the corner of North 9 th Street continuing to the corner of North 6 th Street and extend the &#34no parking&#34 on the North side of East Euclid from North 8 th Street to the corner of North 6 th Street as well as banning parking on North 8 th Street from East Euclid to the end of the street at the Main Wastewater Treatment Plant. AYE: Aldermen Smith, Wells, Heatherly, Themanson, Burgland, Rutledge, Giles, and Alderwoman McNamara NAY: none MOTION CARRIED.

 

4. Monmouth Evening Lions Club Halloween Parade Requests

 

It was moved by Alderman Wells and seconded by Alderman Themanson to accept the recommendation of the Committee and approve the Halloween Parade route on South Main Street from 2 nd Avenue to the Southeast quadrant of the square on October 28 th from 3:00 p.m. to 3:30 p.m. AYE: Aldermen Wells, Heatherly, Themanson, Burgland, Rutledge, Giles, Smith, and Alderwoman McNamara NAY: none MOTION CARRIED.

 

C. Community Development – Chairman Dave Giles

 

No report.

 

D. Finance/Audit – Chairman Dan Heatherly

 

1. Approval of Bills

 

It was moved by Alderman Giles and seconded by Alderman Rutledge to approve the bills as presented. AYE: Alderwoman McNamara, Aldermen Heatherly, Themanson, Burgland, Rutledge, Giles, Smith, and Wells NAY: none MOTION CARRIED.

 

VI. ORDINANCES

 

A. 1 st Reading

 

1. 07-029 – Change in Zoning from B-2 to R-2, 510 W. 1 st Avenue

 

Chuck Talley, Cemetery/Zoning Administrator, explained to the Council that the ZBA met and voted unanimously to allow 510 W. 1 st Avenue zoning to be changed from B-2 to R-2. It was moved by Alderman Heatherly to accept the recommendation of the ZBA and approve the re-zoning of 510 W. 1 st Avenue from B-2 to R-2. AYE: Aldermen Heatherly, Themanson, Burgland, Rutledge, Giles, Smith, Wells, and Alderwoman McNamara NAY: none MOTION CARRIED.

 

B.. 2 nd Reading

 

1. 07-027 – Amending Chapter 132.60, Entitled &#34Liquor in Public Places&#34

 

It was moved by Alderman Heatherly and seconded by Alderman Smith to approve the amendment to Chapter 132.60, prohibiting consumption of liquor in publicplaces. AYE: Aldermen Themanson, Burgland, Rutledge, Giles, Smith, Wells, Heatherly, and Alderwoman McNamara NAY: none MOTION CARRIED. Mark Gladfelter, President of the Monmouth Park District Board, then asked that the language be clarified to include Monmouth Park in the ordinance banning the consumption of liquor in &#34public places&#34. An amendment to the original motion was moved by Alderman Wells and seconded by Alderman Rutledge to prohibit the consumption of liquor in &#34public places&#34 to include the wording, Monmouth Park. AYE: Aldermen Burgland, Rutledge, Giles, Smith, Wells, Heatherly, Themanson, and Alderwoman McNamara NAY: none MOTION CARRIED.

 

VII. OTHER BUSINESS

 

There was none to be considered.

 

VIII. EXECUTIVE SESSION

 

It was moved by Alderwoman McNamara to go into Executive Session at 7:25 p.m. to discuss personnel. AYE: Aldermen Rutledge, Giles, Smith, Wells, Heatherly, Themanson, Burgland, and Alderwoman McNamara NAY: none MOTION CARRIED.

 

IX. RETURN TO REGULAR SESSION

 

It was moved by Alderman Burgland and seconded by Alderman Themanson to return to Regular Session at 7:30 p.m. AYE: Aldermen Giles, Smith, Wells, Heatherly, Themanson, Burgland, Rutledge, and Alderwoman McNamara NAY: none MOTION CARRIED.

 

X. ADJOURNMENT

 

It was moved by Alderman Burgland and seconded by Alderman Smith to adjourn the meeting at 7:30 p.m. MOTION CARRIED by unanimous voice vote.
