COUNCIL MEETING MINUTES
MARCH 17, 2008
I. CALL TO ORDER & PLEDGE OF ALLEGIANCE
Mayor Rod Davies called the meeting to order at 7:24 p.m. (late start due to overtime Finance/Audit Committee meeting) in the Council Chambers at City Hall, 100 East Broadway, Monmouth, Illinois and led the audience in the Pledge of Allegiance to the Flag.
II. ROLL CALL
Present: Aldermen Dave Rutledge, Dave Giles, Dave Smith, Bob Wells, Dan Heatherly, Rod Themanson, and Alderwoman Vicki McNamara Absent: Alderman Dan Burgland Also Present: Mayor Rod Davies, City Clerk Susan S. Trevor, City Administrator Eric Hanson, City Attorney Marcum Spears, Fire Chief Jim Conard, Police Chief Brad Zeigler, EMC Public Works Director Andy Jackson, and members of the Press. Also Absent: Cemetery/Zoning Administrator Chuck Talley
III. APPROVAL OF MINUTES
A. Approval of 2/19/08 and 3/3/08 Minutes
It was moved by Alderman Rutledge and seconded by Alderman Themanson to approve the minutes of the February 19 th and March 3 rd meetings as presented. AYE: Aldermen Rutledge, Giles, Smith, Wells, Heatherly, Themanson, and Alderwoman McNamara NAY: none ABSENT:
Alderman Burgland MOTION CARRIED.
IV. PRESENTATION TO THE COUNCIL
A. Old Business
There was none to consider.
B. New Business
1. Approval of Crop Production Airport Lease
It was moved by Alderman Giles and seconded by Alderman Themanson to approve, with the stipulation that Crop Production Services is in compliance with State requirements, the lease from April 1, 2008 to October 31, 2008 with Crop Production Services for a containment space at the Municipal Airport. AYE: Aldermen Giles, Smith, Wells, Heatherly, Themanson, Rutledge, and Alderwoman McNamara NAY: none ABSENT: Alderman Burgland MOTION CARRIED.
V. COMMITTEE REPORTS
A. Public Works – Chairman Dave Smith
1. Update on Well #7
According to Andy Jackson, EMC Public Works Director, there have been two failures within the last 5 years with the pump in Well #7. The latest failure caused the pump to be pulled and a spare pump utilized. Andy has set up a meeting with the engineer who installed the pump along with several well consultants and himself to attempt to determine the cause of the failures. Currently, it appears to be that the motor is cavitating, which causes the motor to wear down. This cavitation could be due to installation at an incorrect depth. Administrator Hanson sated that it's important to determine the proper depth since we pay per linear foot and it costs around $20,000 each time they have to pull the pump.
2. WWTP Construction Permit
Mr. Jackson, EMC Public Works Director, said that he had been told by Mr. Pisula, the design engineer from Donahue and Associates, that hopefully the City should receive a construction permit for the WWTP from the IEPA by the end of the month
B. Public Safety – Acting Chairman Rod Themanson
1. Towing Resolution
It was moved by Alderman Smith and seconded by Alderman Rutledge to accept the recommendation of the committee and approve Resolution 08-001 for clarification of wrecker service regulations. AYE: Aldermen Giles, Smith, Wells, Heatherly, Themanson, Rutledge, and Alderwoman McNamara NAY: none ABSENT: Alderman Burgland MOTION CARRIED.
C. Community Development – Chairman Dave Giles
1. Pool Management Recommendation
Chairman Giles informed the Council that the committee is proposing that Ryan Lipes be hired as general manager of the Pool and Fran Sells, who is currently Campground Manager, be hired as manager of the concession stand. This would bring back the management of the pool in-house so to speak and would bring the total labor costs to$29,832, which is around a $10,000 difference from the Y.M.C.A. proposal. This would allow the City to determine if this is a more cost-effective manner in which to manage the Pool. It was moved by Alderman Giles and seconded by Alderman Themanson to approve the above-stated proposal for hiring Ryan Lipes and Fran Sells to manage the pool and the concession stand respectively. AYE: Aldermen Smith, Wells, Heatherly, Themanson, Rutledge, Giles, and Alderwoman McNamara NAY: none ABSENT: Alderman Burgland MOTION CARRIED.
D. Finance/Audit – Chairman Dan Heatherly
1. Approval of Bills
It was moved by Alderman Giles and seconded by Alderwoman McNamara to approve the bills as presented. AYE: Aldermen Wells, Heatherly, Themanson, Rutledge, Giles, Smith, and Alderwoman McNamara NAY: none ABSENT: Alderman Burgland MOTION CARRIED.
VI. CITY ADMINISTRATOR HANSON UPDATES
1. Memos
Administrator Hanson said that he would be issuing a memo in non-meeting weeks for the Council that would consist of one or two sentences per issue.
2. Housing Development/Farmland
Administrator Hanson said that he met with the Housing Authority and Farmland officials to look at a marketing approach to develop some residential housing. There is a need to do this as there are a great number of R-1 houses becoming multi-family houses and developing some additional housing developments could impact this situation.
3. C.S.O. (Combined Sewer Overflow)
The City will probably have to address this issue this Spring as the IEPA is not satisfied with the progress report that has been sent to them from the City. Mayor Davies reminded the Council that they had approved the engineering services of Donahue and Associates and that the City is ahead of other communities, but still has to prove to the IEPA that we are going to remedy the issue.
VII. ORDINANCES
A. 1 ST Reading
1. 08-003 – Sale of Municipally Owned Property, Western Stoneware Building
It was moved by Alderman Heatherly and seconded by Alderman Rutledge to approve Ordinance 08-003 authorizing the sale of the Western Stoneware property on condition that all the specifications are met. AYE:
Alderwoman McNamara, Aldermen Heatherly, Themanson, Rutledge, Giles, Smith, and Wells NAY: none ABSENT: Alderman Burgland MOTION CARRIED.
VIII. OTHER BUSINESS
There was none to consider.
IX. ADJOURNMENT
It was moved by Alderman Heatherly and seconded by Alderwoman McNamara to adjourn the meeting at 8:10 p.m. MOTION CARRIED by unanimous voice vote with the exception of Alderman Burgland, who was absent.
