CITY OF MONMOUTH

COUNCIL MEETING MINUTES

 

Date:   December 20, 2010                         Time:  6:00 p.m.                      Location:  100 East Broadway

Monmouth, Illinois

I. CALL TO ORDER & PLEDGE OF ALLEGIANCE

Mayor Rod Davies called the meeting to order in the Council Chambers at City Hall at 6:00 p.m. and led the audience in the Pledge of Allegiance to the Flag.

II. ROLL CALL

City Clerk Susan Trevor called the roll and those answering Present were: Aldermen  Tim Heatherly, Dave Rutledge, Dave Bates, Les Dollinger, Bob Wells, Dan Heatherly, Jaime Godina and Alderwoman Vicki McNamara     Also Present:  Mayor Rod Davies, City Clerk Susan S. Trevor, City Administrator Eric Hanson, City Attorney Marcum Spears, Fire Chief John Cratty, Police Chief Brad Zeigler, EMC Public Works Director Andy Jackson, Acting Zoning Inspector Jim Conard and members of the Press.

III. APPROVAL OF MINUTES – December 6, 2010

A.  December 6, 2010 Council Minutes

It was moved by Alderman Tim Heatherly and seconded by Alderman Wells to approve the minutes of the December 6th Council Meeting as presented.   AYE:  Aldermen Tim Heatherly, Rutledge, Bates, Dollinger, Wells, Dan Heatherly, Godina, and Alderwoman Vicki McNamara     NAY:  none   MOTION CARRIED.

IV.     PRESENTATION TO THE COUNCIL

A.   Old Business

There was none to consider.

B.   New Business

1.   Consent Agenda

a.  Approval of Bills

It was moved by Alderman Dan Heatherly and seconded by Alderman Rutledge to approve the bills as presented.   AYE:  Aldermen Rutledge, Bates, Dollinger, Wells, Dan Heatherly, Godina, Tim Heatherly and Alderwoman McNamara   NAY:  none   MOTION CARRIED.

Administrator Hanson remarked to the Council that at the end of the 7th month of the current fiscal year, the City has a slight surplus in spite of the fact that the State of Illinois is six months behind in payment of the City's share of income tax, which totals ½ million dollars.

C.    Committee of the Whole Discussion items

1.  MFD November Report – Chief Cratty

Chief Cratty briefly reviewed his report for the Council as follows:

- There were 6 small fires during the month which along with the other Response Calls amount to 102 total calls for the month of November

- Service calls were down by 30 from October to November due to a reduction in the requests for burning permits.

- He also informed the Council that the inspection program of buildings has begun.

- MFD held a blood drive during the month of November and collected twelve units of blood which may help as many as 36 patients.

2.  MPD November Report – Chief Zeigler

Chief Zeigler briefly reviewed his report for the Council as follows:

-     There were 93 arrests

- There were 1304 calls for service

- There were 402 – 911 calls

- There were 2251 dispatch calls

- Officers responded to 12 accidents and patrolled 8606 miles

- 24 hours were spent working on grants, which included the overtime hours worked at Lincoln Homes

During the month of November the department also hosted the "Shop with a Cop" at Walmart in Galesburg.  38 children attended and were given $100 each to spend on their families and themselves.  Each child and their families were also treated to a pizza party that evening as well.

3.   Approval of North Pre-Treatment Plant Agreement

Administrator Hanson explained to the Council that in 1992 the North Pre-Treatment agreement was entered into with EMC; however, a new agreement is now needed as the North Plant is no longer a direct discharge plant since the new North WWTP has been built.  This new agreement works hand-in-glove with the Farmland Foods agreement.  The CAP is tied into any C.P.I. increase.  There is also a mid-review and out clause that was not in the previous contract.  It was moved by Alderman Bates and seconded by Alderman Dollinger to approve the new North Pre-Treatment Plant Agreement as presented.   AYE:  Aldermen Bates, Dollinger, Wells, Dan Heatherly, Godina, Tim Heatherly, Rutledge and Alderwoman McNamara   NAY:  none   MOTION CARRIED.

4.   Approval of Revision to EMC Contract

According to Administrator Hanson, this is just technical correction language as the old Main WWTP is not in existence anymore as a treatment plant and instead has become a pump station.  The new contract language will reflect this change.  It was moved by Alderman Dan Heatherly and seconded by Alderman Godina to approve the revision to the language in the contract with EMC for the WWTP.   AYE:  Aldermen Dollinger, Wells, Dan Heatherly, Godina, Tim Heatherly, Rutledge, Bates and Alderwoman McNamara   NAY:  none   MOTION CARRIED.

 

 

 

 

 

 

V. ORDINANCES & RESOLUTIONS

A.  1st Reading

a. 10-035, Tax Abatement for G. O. Bonds, Series 2007

b. 10-036, Tax Abatement for G. O. Bonds, Series 2003

c. 10-037, Tax Abatement for G.O. Bonds, Series 1999A

Administrator Hanson explained that these are abatements of and not levies on property taxes.  It was moved by Alderman Dan Heatherly and seconded by Alderman Wells to approve the above-stated ordinances collectively.   AYE:    Aldermen Wells, Dan Heatherly, Godina, Tim Heatherly, Rutledge, Bates, Dollinger and Alderwoman McNamara   NAY:  none   MOTION CARRIED.

d. 10-038, Tax Levy for May 1, 2011 to April 30, 2012

Administrator Hanson explained that both the Police and Fireman's Pension Funds are fully funded this year by the City.  The Pension Bill that was recently passed by the State will give some small assistance to the municipalities struggling to fulfill their unfunded liabilities to the pension funds.  Administrator Hanson felt that the City should be on sound footing for 2012.  Mayor Davies confirmed that it is a pretty dire picture on the State level, but that he too was grateful for the small pension reform that was passed that should offer a small relief to the City.  According to Administrator Hanson, our tax levy of $1,512,730 does reflect the 20% reduction promised to the taxpayers when the City adopted an increased Sales Tax this past year and eliminated City Stickers for the residents of Monmouth.    It was moved by Alderman Dan Heatherly and seconded by Alderman Tim Heatherly to approve Ordinance 10-038, Tax Levy for May 1, 2011 to April 30, 2012.   AYE:  Alderwoman McNamara, Aldermen Dan Heatherly, Godina, Tim Heatherly, Rutledge, Bates, Dollinger and Wells   NAY:  none   MOTION CARRIED.

e.  10-039, Amendment to Schedule II, Chapter 77, "Restricted Parking"

Administrator Hanson said that letters were sent out to all the people who will be affected by this ordinance.   The letter also informed the affected residents that "residential parking" stickers would be issued for the people who live along these streets.  This ordinance is designed to help the residents in the areas around Monmouth College who have been impacted by the students parking in front of their houses and also sometimes blocking their driveways.  A large area was selected in order to try eliminating the students from moving their cars from one block to the next and to force the students to park in the college Euclid Avenue Parking Lot.  According to Administrator Hanson, this ordinance is not to generate revenue, but to solve parking problems for those residents living in those areas around  Monmouth College.  The streets of East Archer, Boston, Clinton and Detroit between North 3rd and North 6th Street are declared to have no parking on both sides of the street and North 5th Street will have no parking on both sides of the street from East Archer to East Euclid Avenue.  It was moved by Aldermen Dollinger and seconded by Alderman Dan Heatherly to approve Ordinance 10-039, Amendment to Schedule II, Chapter 77, "Restricted Parking".   AYE:  Aldermen Dan Heatherly, Godina, Tim Heatherly, Rutledge, Bates, Dollinger, Wells and Alderwoman McNamara   NAY:  none   MOTION CARRIED.

 

 

 

 

f.  10-040, Amending 31.81 Appointment; Compensation

It was moved by Aldermen Dan Heatherly and seconded by Alderman Rutledge to approve correcting the language to 31.81 for the appointment and compensation of the Community Development Director.   AYE:  Aldermen Godina, Tim Heatherly, Rutledge, Bates, Dollinger, Wells, Dan Heatherly and Alderwoman McNamara   NAY:   none   MOTION CARRIED.

VI.    EXECUTIVE SESSION

1.  Enter into Executive Session

It was moved by Alderman Dan Heatherly and seconded by Alderwoman Vicki McNamara at 6:22 p.m. to go into Executive Session per Illinois Statute 5 ILCS 120/2 for consideration of Personnel Issues.   AYE:  Aldermen Tim Heatherly, Rutledge, Bates, Dollinger, Wells, Dan Heatherly, Godina and Alderwoman McNamara   NAY:  none   MOTION CARRIED.

2.  Return to Regular Session

It was moved by Alderman Les Dollinger and seconded by Alderwoman McNamara at 6:40 p.m. to return to Regular Session.   AYE:  Aldermen Rutledge, Bates, Dollinger, Wells, Dan Heatherly, Godina, Tim Heatherly and Alderwoman McNamara   NAY:  none   MOTION CARRIED.

VII.   OTHER BUSINESS

A.   Community Development Director Contract

It was moved by Alderman Dan Heatherly and seconded by Alderwoman Vicki McNamara to authorize the City Clerk and the Mayor to enter into contract negotiations with Paul Schuytema for the position of Community Development Director for the City of Monmouth.   AYE:  Aldermen Bates, Dollinger, Wells, Dan Heatherly, Godina, Tim Heatherly, Rutledge and Alderwoman McNamara   NAY:  none   MOTION CARRIED.

B.   City Administrator's Report

Administrator Hanson had nothing additional to report at this time.

VIII. ADJOURNMENT

It was moved by Alderman Dan Heatherly and seconded by Alderman Tim Heatherly to adjourn the meeting at 6:41 p.m.   MOTION CARRIED by unanimous voice vote.
