CITY OF MONMOUTH

COUNCIL MEETING MINUTES

FEBRUARY 17, 2009

 

I.     CALL TO ORDER & PLEDGE OF ALLEGIANCE

Mayor Rod Davies called the Council Meeting to order at 7:00 p.m. in the Council Chambers at City Hall, 100 East Broadway, Monmouth, Illinois and led the audience in the Pledge of Allegiance to the Flag.

II.     ROLL CALL

Present:  Aldermen Dan Burgland, Dave Rutledge, Dave Bates, Bob Wells, Dan Heatherly, and Rod Themanson   Absent:  Alderman Dave Smith and Alderwoman Vicki McNamara   Also Present:  Mayor Rod Davies, City Clerk Susan S. Trevor, City Administrator Eric Hanson, City Attorney Marcum Spears, Fire Chief Jim Conard, Police Chief Brad Zeigler, Cemetery/Zoning Administrator Chuck Talley, and members of the Press.  Also Absent:   EMC Public Works Director Andy Jackson

APPROVAL OF MINUTES

 

 

A.

Approval of February 2, 2009 Minutes

 

 

 

 

It was moved by Alderman Themanson and seconded by Alderman Rutledge to approve the minutes of February 2nd as corrected.  MOTION CARRIED by unanimous voice with the exception of Alderman Smith and Alderwoman Mcnamara, who were absent.

New Business

 

 

 

 

1.  Proclamation for Entrepreneurship Week of February 21-28, 2009

Mayor Rod Davies read a proclamation declaring the week of February 21st to the 28th as Entrepreneurship Week and presented it to Linda Lee Blaine of the Prairie Tech Learning Center.  Linda thanked the Mayor and announced that an entrepreneurship club was going to be formed as well and hopefully will foster small business growth in the Monmouth area.

COMMITTEE REPORTS

 

 

 

A.   Public Works – Acting Chairman Rod Themanson

1.  Updates on WWTP

Administrator Hanson said that a pay estimate meeting was held today and that at this point Williams Brothers has not requested a time extension, but it is logistically challenging to keep the sub contractors in proper order due to the weather induced delays.  According to Administrator Hanson, a lot of progress at the job site has been made in the past thirty days. The EPA has been kept updated and on June 1st a status report will be submitted to the EPA.  Administrator Hanson said that there are change orders coming, but at this point they will still be in the City's favor.  There has been testing on the forced main already according to Administrator Hanson.

Public Safety – Chairman Dan Burgland

M-R High School Request for Parking

 

 

 

 

It was moved by Alderman Bates and seconded by Alderman Bob Wells to accept the recommendation of the committee and approve the request by M-R High School to permit parking on the west side of North 9th Street and the East side of North Sixth Street between East Broadway and East Euclid on February 23, 2009 during the 1A-2A Girl's High School Basketball Tournament.   AYE:  Aldermen Rutledge, Bates, Wells, Heatherly, Themanson, and Burgland   NAY:  none   ABSENT:  Alderman Smith and Alderwoman McNamara   MOTION CARRIED.

C.

COMMUNITY DEVELOPMENT – Acting Chairman Dave Rutledge

 

Cemetery/Zoning Administrator Chuck Talley reported that the South A Street

 

 

Demolition has been bid out and the bids will be opened on February 25th.  The demolition of the house on South D Street is finished with only the water left to be disconnected.  Mr. Talley also reported that in the month of January his department sent out 67 junk and debris notices and so far in the month of February 88 notices have been sent.

D.

FINANCE/AUDIT – Chairman Dan Heatherly

 

 

 

It was moved by Alderman Themanson and seconded by Alderman Rutledge to accept the recommendation of the committee and approve the bills as presented.  AYE:  Aldermen Bates, Wells, Heatherly, Themanson, Burgland, and Rutledge   NAY:  none   ABSENT:  Alderman Smith and Alderwoman McNamara   MOTION CARRRIED.

IV.

CITY ADMINISTRATOR HANSON

 

 

 

No updates at this time.

V.

ORDINANCES

 

 

 

A.  1st Reading

1.  09-004 – Authorizing Sale of Municipally Owned Personal Property

It was moved by Alderman Burgland and seconded by Alderman Themanson to approve the sale of municipally owned personal property stated in "Exhibit A" attached to the above referenced ordinance.   AYE:  Alderman Wells, Heatherly, Themanson, Burgland, Rutledge, and Bates   NAY:  none   ABSENT:  Alderman Smith and Alderwoman McNamara   MOTION CARRIED.

VI.

RESOLUTIONS

 

A.  09-002 – Release of executive Session Minutes for Public Inspection

 

 

It was moved by Alderman Heatherly and seconded by Alderman Themanson to approve Resolution 09-004, which provided for the release of the Executive Session minutes of the following meetings:  August 4, 2008, September 2, 2008 and November 17, 2008.  AYE:  Alderman Wells, Heatherly, Themanson, Burgland, Rutledge, and Bates   NAY:  none   ABSENT:  Alderman Smith and Alderwoman McNamara   MOTION CARRIED.

VII.

ADJOURNMENT

 

 

 

As the Executive Session was removed from the Agenda and due to no other business to come before the Council, Alderman Heatherly moved and Alderman Themanson seconded the motion to adjourn the meeting at 7:20 p.m.   MOTION CARRIED by unanimous voice vote with the exception of Alderman Smith and Alderwoman McNamara, who were absent.
