CITY OF MONMOUTH

COUNCIL MEETING MINUTES

 

Date:   January 4, 2010                         Time:  7:00 p.m.                           Location:  100 East Broadway

I. CALL TO ORDER & PLEDGE OF ALLEGIANCE

Mayor Rod Davies called the meeting to order and led the audience in the Pledge of Allegiance to the Flag.

II.     ROLL CALL

City Clerk Susan S. Trevor called the roll and those answering present were:  Aldermen Tim Heatherly, Dave Rutledge, Dave Bates, Bob Wells, Dan Heatherly, Jaime Godina, and Alderwoman Vicki McNamara.  Also Present:  Mayor Rod Davies, City Clerk Susan S. Trevor, City Administrator Eric Hanson, City Attorney Marcum Spears, Fire Chief Jim Conard, Police Chief Brad Zeigler, EMC Public Works Director Andy Jackson, Cemetery/Zoning Administrator Chuck Talley, Joe Pisula – Donohue & Associates, and members of the Press.  Absent:  Alderman Les Dollinger

III. APPROVAL OF MINUTES – December 21, 2009

It was moved by Alderman T. Heatherly and seconded by Alderman Godina to approve the minutes of the December 21, 2009 meeting as presented.   AYE:   Aldermen T. Heatherly, Rutledge, Bates, Wells, D. Heatherly, Godina, and Alderwoman McNamara   NAY:  none   ABSENT:  Alderman Dollinger   MOTION CARRIED

IV.     PRESENTATION TO THE COUNCIL

A.  Old Business

There was none to present to the Council.

B.   New Business

1. Consent Agenda

a. Approval of bills

It was moved by Alderman D. Heatherly and seconded by Alderman T. Heatherly to approve the bills as presented. AYE:   Aldermen T. Heatherly, Rutledge, Bates, Wells, D. Heatherly, Godina, and Alderwoman McNamara   NAY:  none   ABSENT:  Alderman Dollinger   MOTION CARRIED

C.   Committee of the Whole Discussion Items

1.  EMC Monthly Report – Andy Jackson

According to Mr. Jackson, it has been a fairly uneventful month.  The wastewater is still struggling with compliance to EPA standards and the Maintenance and Repair expenditures are a couple of thousand over budget.  The sewer problem on N. Main has been excavated and 20 feet of concrete were found in the sewer pipe.  An investigation is still underway to determine as to how the concrete got into the sewer pipe in the first place.  Fifty feet of pipe has been replaced and put back into service be mid-afternoon of today.   Finally, one of the new dump trucks with the plow installed has been picked up from Quincy.

 

 

2.  WWTP Update

According to Mr. Jackson, a pay estimate meeting was held today and the pay estimate was the smallest since the project was started.  Currently, not much work is being done outside with mostly electrical work being done on the inside due to the weather.  Williams Brothers Construction was reminded that there are only 60 days from today until the system has to be completed and on-line.

3.  Zoning Monthly Report

Mr. Talley reported that four permits were issued in the month of December with a construction value of $15,000, which brings the YTD figure to the issuance of 373 permits with a construction value of $11,745, 605.  There were 25 fewer permits issued in the year of 2009, but the City was ahead dollar wise in construction value.  There were 33 junk and debris notices issued in the month of December according to Mr. Talley.  901 junk and debris notices have been issued YTD and that figure would put the total junk and debris notices issued for the year 2009, 419 ahead of those issued for the year 2008.

V. PASSAGE OF ORDINANCES AND RESOLUTIONS

No ordinances or resolutions were presented for consideration.

 

VI.      BIDS, PETITIONS, AND COMMUNICATIONS

There were no bids, petitions or communications.

 

VII.      CITY ADMINISTRATOR'S REPORT

Administrator Hanson called the Council's attention to the Special Council Meeting and Public Hearing to be held at City Hall on Monday, January 11, 2010 at 6:30 p.m. for the City's CDAP Housing Rehabilitation Grant application.  He also asked the public and Council members to be sure to thank the EMC employees who gave up their Christmas and New Year's Eve time with their families due to water main breaks within the City.

Alderman Heatherly asked to have an explanation as to why the MFD is 17% over budget.  Chief Conard explained that the overage was due to a holiday buyout.  Administrator Hanson added that it was around $85,000 to $90,000 and unfortunately the contract was passed after the Budget had all ready been set.  According to Administrator Hanson, the City can't spend a penny more over the tax levy and he will be watching expenditures closely.

It was moved by Alderman D. Heatherly and seconded by Alderwoman McNamara to adjourn the meeting at 7:15 p.m.   MOTION CARRIED by unanimous voice vote with the exception of Alderman Dollinger, who was absent.
