COUNCIL MEETING MINUTES

I. CALL TO ORDER & PLEDGE OF ALLEGIANCE
Mayor Rod Davies called the meeting to order in the Council Chambers at City Hall at 7:00 p.m. and led the audience in the Pledge of Allegiance to the Flag.
II. ROLL CALL
City Clerk Susan Trevor called the roll and those answering Present were: Aldermen Dave Rutledge, Dave Bates, Les Dollinger, Bob Wells, Dan Heatherly, Jaime Godina and Alderwoman Vicki McNamara Absent: Alderman Tim Heatherly Also Present: Mayor Rod Davies, City Clerk Susan S. Trevor, City Administrator Eric Hanson, City Attorney Marcum Spears, Fire Chief Jim Conard, Police Chief Brad Zeigler, EMC Public Works Director Andy Jackson, Cemetery/Zoning Administrator Chuck Talley, and members of the Press.
III. APPROVAL OF MINUTES
A. May 17, 2010 Council Minutes
It was moved by Alderman Bates and seconded by Alderman Dollinger to approve the minutes of the May 17th meeting of the Council as corrected to reflect the absence of Mayor Davies. AYE: Aldermen Rutledge, Bates, Dollinger, Wells, Dan Heatherly, Godina and Alderwoman McNamara NAY: none ABSENT: Alderman Tim Heatherly MOTION CARRIED.
B. May 17, 2010 Public Hearing Minutes for Enterprise Zone Expansion
It was moved by Alderman Dollinger and seconded by Alderman Rutledge to approve the minutes of the Public Hearing for expansion of the Enterprise Zone as presented. AYE: Aldermen Rutledge, Bates, Dollinger, Wells, Dan Heatherly, Godina and Alderwoman McNamara NAY: none ABSENT: Alderman Tim Heatherly MOTION CARRIED.

It was moved by Alderman Dan Heatherly and seconded by Alderman Bates to approve the bills as presented. AYE: Aldermen Bates, Dollinger, Wells, Dan Heatherly, Godina, Rutledge and Alderwoman McNamara ABSENT: Tim Heatherly NAY: none MOTION CARRIED.
C. Committee of the Whole discussion Items
1. EMC Monthly Report/WWTP Update – Andy Jackson
Mr. Jackson reported that the North WWTP officially opened on April 22nd and to date has had no problems with compliance issues except for the phosphorous levels. The contractor is putting in the final landscaping, road and sidewalks. The entrance road will be gravel according to Mr. Jackson. He also reported that there has been 10 inches of rain since last Monday which has overloaded the sewer system and as a result the City has experienced 4 sinkholes. There has also been a severe water main break on West Harlem with 1 million gallons of water having been lost until the temporary fix was implemented. The water is still leaking, but the City is waiting on a stop valve in order to shut the pipe down when a 20 to 30 foot section of pipe will have to be replaced. The cause of the break is not known, but probably was just too much water this spring according to Mr. Jackson. Mr. Jackson continued his report by stating that the City had to dig up an area on Brewery Hill where a resident may have a leaky service. The 2010 MFT street overlays were started today and the railroad crossing on South D should be repaired today or tomorrow.
2. Zoning Monthly Report – Chuck Talley
Mr. Talley reviewed his monthly report for the Council. He said that in the month of May the department issued 46 permits with a construction value of around $7 million with a YTD construction value of around $10 million. Fifty-three Junk and Debris notices were sent out in the month of May, which brings the total for the year to 350. Mr. Talley also reported that he made inspections at Monmouth Crossing, Farmland, and Pizza Hut. He also reviewed plans for the new sorority building at Monmouth College.
V. OTHER BUSINESS
A. Chief Conard Retirement
Monmouth Fire Chief Jim Conard read a letter announcing his retirement that would be effective August 2, 2010. He thanked the Mayor, City Administrator Hanson and his firefighters for all their support throughout his years of service.
B. City Pool Opening
City Clerk Trevor announced that the City Pool would be opening officially on Friday, June 11th at Noon. Pool membership will be on sale at that time for ½ price and the first 20 people through the gate on opening day will be admitted for free.
Mayor Davies and Administrator Hanson each thanked Chief Conard for his years of leadership and service to the City and wished him well in his retirement.
VI. ADJOURNMENT
It was moved by Alderman Dan Heatherly and seconded by Alderman Rutledge to adjourn the meeting at 7:16 p.m. MOTION CARRIED by unanimous voice vote with the exception of Alderman Tim Heatherly, who was absent.
