CITY OF MONMOUTH

COUNCIL MEETING MINUTES

 

Date:   September 20, 2010                         Time:  7:00 p.m.                 Location:        100 East Broadway

Monmouth, Illinois

I. CALL TO ORDER & PLEDGE OF ALLEGIANCE

Mayor Rod Davies called the meeting to order in the Council Chambers at City Hall at 7:00 p.m. and led the audience in the Pledge of Allegiance to the Flag.

II. ROLL CALL

City Clerk Susan Trevor called the roll and those answering   Present were:  Aldermen Tim Heatherly, Dave Rutledge, Les Dollinger, Bob Wells, Dan Heatherly, Jaime Godina and Alderwoman Vicki McNamara   Absent:  Alderman Dave Bates    Also Present:  Mayor Rod Davies, City Clerk Susan S. Trevor, City Administrator Eric Hanson, City Attorney Marcum Spears, Fire Chief Jim Conard, Police Chief Brad Zeigler, EMC Public Works Director Andy Jackson, Cemetery/Zoning Administrator Chuck Talley and members of the Press.

III. APPROVAL OF MINUTES – September 7, 2010

A.  September 7, 2010 Council Minutes

It was moved by Alderman Les Dollinger and seconded by Alderman Dave Rutledge to approve the minutes of the September 7th Council Meeting as presented.   AYE:  Aldermen Tim Heatherly, Rutledge, Dollinger, Wells, Dan Heatherly, Godina, and Alderwoman Vicki McNamara   ABSENT:  Alderman Dave Bates   NAY:  none   MOTION CARRIED.

IV.     PRESENTATION TO THE COUNCIL

A.   Old Business

There was none to consider.

B.   New Business

1.   Consent Agenda

a.  Approval of Bills

It was moved by Alderman Dan Heatherly and seconded by Alderman Tim Heatherly to approve the bills as presented.   AYE:  Aldermen Rutledge, Dollinger, Wells, Dan Heatherly, Godina, Tim Heatherly and Alderwoman McNamara   ABSENT:  Alderman Bates   NAY:  none   MOTION CARRIED.

3.   Approval of Any Items Removed from Consent Agenda

C.    Committee of the Whole Discussion items

1.    MFD August Report – Chief Conard

Chief Conard reviewed the August MFD Report for the Council.  He reported that in the month of August there was one structure fire which brings the YTD total to 16 fires with a dollar loss of $38,150.  He also reported that there were 58 Rescue calls; 5 false calls; 1 mutual aid given; 11 Hazardous conditions; and 37 service calls for the month of August.  The Activity Report for the month of August included 30 hours by the Chief for the Review of Building & Sprinkler Plans and also on-site fire inspections; 140 hours for building and grounds maintenance at both stations; 125 hours for vehicle and equipment maintenance at both stations; 320 hours of In-House training hours and 1 hour for Fire Department Investigators.

 

 

 

 

2.   MPD August Report – Chief Zeigler

In reviewing the August report for the Council, Chief Zeigler highlighted the following.

86 arrests, which brings the total to 859 YTD

1,239 calls for service, which brings the total to 10,331 YTD

2,278 Dispatch calls for all agencies, which bring the total to 18,318 YTD

20 traffic accidents for August, which brings the total to 182 accidents YTD

41 hours of overtime on grants

8,445 miles patrolled for the month

Chief Zeigler informed the Council that the stop lights located at the corner of E Street and West Broadway that have been de-activated must be covered according to State law if left in place.

3.   Proclamation

Mayor Davies read a proclamation declaring the 27th day of September 2010 as "A Day to Eat Dinner with your Children.

4.   Service Anniversary Recognition

Mayor Davies presented certificates and "Monmouth Bucks" to the following in recognition of their years of service to the City:

a.   5 years of service – Craig Cozadd and Casey Rexroat (Fire)

b. 10 years of service – Josh Hinton (Fire), Ed Chewning (911 Coordinator), and Larry Myers (Police)

c.  15 years of service – Ryan Haptonstall (Police)

For her 20 years of service, Kathy Johnson received a certificate of recognition along with a Maple City Pottery personalized bowl.

5.   MFD Chief Conard Retirement Recognition

The Monmouth Firefighters presented Chief Conard with a mounted fire department Chief's axe.  Mayor Davies then thanked Chief Conard for his leadership and excellent service to the City as its Fire Department Chief and presented him with a plaque embossed with bronze firefighters and a brass clock mounted next to the firefighters.

V. ORDINANCES

A.  1st Reading

1.  10-031 – Amending Schedule III, Chapter 76, One-Way Streets, 500 W. Archer

Administrator Hanson informed the Council that he had spoken with Superintendent Woelke and that the Superintendent was comfortable with disabling the stoplights and returning the 500 block of West Archer to a two way street.  It was moved by Alderman Dan Heatherly and seconded by Alderman Rutledge to approve eliminating the 500 block of West Archer Avenue from North D Street to North E Street as a one-way street.   AYE:  Aldermen Dollinger, Wells, Dan Heatherly, Godina, Tim Heatherly, Rutledge and Alderwoman McNamara   ABSENT:  Alderman Bates   NAY:  none   MOTION CARRIED.

2.  10-032 – Granting a Special Use Variance

It was moved by Alderman Dan Heatherly and seconded by Alderman Tim Heatherly to approve placing a 195 foot communications tower next to an existing 350 foot tower in a B-4 Highway Commercial zone on a tract of land know as 1305 South Main Street.   AYE:   Aldermen Dollinger, Wells, Dan Heatherly, Godina, Tim Heatherly, Rutledge and Alderwoman McNamara   ABSENT:   Alderman Bates   NAY:  none   MOTION CARRIED.

 

 

 

VI.     OTHER BUSINESS

Administrator Hanson, in response to Alderman Rutledge, said that the City wasn't able to afford the street lights for North Main Street at this time.  The South Main Water Project should begin within the next ten days according to Administrator Hanson.

VII. ADJOURNMENT

It was moved by Alderman Dan Heatherly and seconded by Alderwoman Vicki McNamara to adjourn the meeting at 7:35 p.m.   MOTION CARRIED by unanimous voice vote with the exception of Alderman Bates, who was absent.
