CITY OF MONMOUTH

COUNCIL MEETING MINUTES

 

Date:   October 18, 2010                         Time:  7:00 p.m.                      Location:        100 East Broadway

Monmouth, Illinois

I. CALL TO ORDER & PLEDGE OF ALLEGIANCE

Mayor Rod Davies called the meeting to order in the Council Chambers at City Hall at 7:00 p.m. and led the audience in the Pledge of Allegiance to the Flag.

II. ROLL CALL

City Clerk Susan Trevor called the roll and those answering Present were:  Aldermen  Dave Rutledge, Dave Bates, Les Dollinger, Bob Wells, Dan Heatherly, Jaime Godina and Alderwoman Vicki McNamara    Absent:  Alderman Tim Heatherly   Also Present:  Mayor Rod Davies, City Clerk Susan S. Trevor, City Administrator Eric Hanson, City Attorney Marcum Spears, Fire Chief John Cratty, Police Chief Brad Zeigler, EMC Public Works Director Andy Jackson, Cemetery/Zoning Administrator Chuck Talley and members of the Press.

III. APPROVAL OF MINUTES – September 20, 2010

A.  October 4, 2010 Council Minutes

It was moved by Alderman Dave Bates and seconded by Alderman Bob Wells to approve the minutes of the October 4th Council Meeting as presented.   AYE:  Aldermen Rutledge, Bates, Dollinger, Wells, Dan Heatherly, Godina, and Alderwoman Vicki McNamara   ABSENT:   Alderman Tim Heatherly   NAY:  none   MOTION CARRIED.

There was none to consider.

B.   New Business

1.   Consent Agenda

a.  Approval of Bills

It was moved by Alderman Dan Heatherly and seconded by Alderman Dave Bates to approve the bills as presented.   AYE:  Aldermen Rutledge, Bates, Dollinger, Wells, Dan Heatherly, Godina and Alderwoman McNamara   ABSENT:   Alderman Tim Heatherly   NAY:  none   MOTION CARRIED.

2.   Approval of Any Items Removed from Consent Agenda

C.    Committee of the Whole Discussion items

1.  MFD September Report – Chief Cratty

Chief Cratty explained to the Council that he is utilizing fire reporting software approved by the United States Fire Administration and the Office of the Illinois State Fire Marshal.  This software records fire department responses in over 90 categories to track fire department emergency response statistics.  This information is used by the department to support decision-making for fire response planning.  Tracking response data with approved software is also required for fire departments receiving Federal and State grant dollars.  Chief Cratty  reported that there were 2 fires in the month of September along with 35 Hazardous Conditions, 33 Service Calls, 3 Good Intent Calls and 10 False Alarms, which bring the total year to date response call to 915.  Staff training on CPR was given to MFD staff on each of the 24 hour duty shifts.  He also called to the attention of the Council that National Fire Prevention Week occurs  during the week that includes October 8th, which is the anniversary of the Great Chicago Fire.  The MFD staff scheduled presentations for 10 locations in Monmouth during this time.  In addition, Chief Cratty said that the department is reviewing a directive from the State Fire Marshal with regards to fire prevention rules as well as testing approximately 15,750 feet of fire hose that has to be tested each year.  Chief Cratty also relayed to the Council that he has had a number of introductory meetings with businesses and agencies and will continue to do so.

2.   MPD September Report – Chief Zeigler

Chief Zeigler reviewed his September report for the Council as follows:

a.   82 arrests in September brought the YTD to 941

b.   1,369 calls for service in September brought the YTD to 11,700 calls

c.   2,384 dispatch calls brought the YTD to 20,702

d.   14 traffic accidents during September brought the YTD to 196

e.   20 hours of overtime on grants were worked during September 2010

f.    9,822 miles were patrolled by Monmouth officers during September 2010

3.   Approval of Bid for N. 6th Street Sewer Extension for Monmouth Farms

Scott Kammerman of Missman, Stanley & Associates, the engineering firm for the North 6th Street Sewer Extension to Monmouth Farms, reported that bids were opened for the captioned project on October 1, 2010 and the low responsive bid was submitted by K & N Excavating of Hamilton, IL. in the amount of $83,987.10.  Missman Stanley & Associates is recommending that the City award the North 6th Street Sanitary Sewer Extension project to K & N Excavating in the amount of $83,987.10.   Andy Jackson, EMC Public Works Director, responded when asked by Council that he had checked into K & N's work on several projects and they were qualified to do the project.  It was moved by Alderman Dan Heatherly and seconded by Alderman Rutledge to accept the recommendation of Missman, Stanley & Associates and award the above-referenced project to K & N Excavating of Hamilton, Illinois, who submitted the lowest bid in the amount of $83,987.10.   AYE:  Aldermen Bates, Dollinger, Wells, Dan Heatherly, Godina, Rutledge and Alderwoman McNamara   ABSENT:  Alderman Tim Heatherly   NAY:  none   MOTION CARRIED.

V. ORDINANCES

A.  1st Reading

1.  10-033 – Granting a Variance, 911 West Euclid Avenue

It was moved by Alderman Dan Heatherly and seconded Alderman Godina to follow the recommendation of the Zoning Board of Appeals, who voted unanimously to grant a variance for 911 W. Euclid to place a 10' by 12' shed two feet from the South property line and two feet from the West property line on a tract of land zoned R-1 Low Density Residential.  AYE:  Aldermen Dollinger, Wells, Dan Heatherly, Godina, Rutledge, Bates and Alderwoman McNamara   ABSENT:  Alderman Tim Heatherly   NAY:  none   MOTION CARRIED.

VI.     OTHER BUSINESS

A.  City Administrator's Report

Administrator Hanson had nothing additional to report at this time.

VII. ADJOURNMENT

It was moved by Alderman Dan Heatherly and seconded by Alderman Bob Wells to adjourn the meeting at 7:16 p.m.   MOTION CARRIED by unanimous voice vote with the exception of Alderman Tim Heatherly, who was absent.
