CITY OF MONMOUTH

COUNCIL MEETING MINUTES

 

Date:   July 6, 2010                         Time:  7:00 p.m.                            Location:        100 East Broadway

Monmouth, Illinois

I. CALL TO ORDER & PLEDGE OF ALLEGIANCE

Mayor Rod Davies called the meeting to order in the Council Chambers at City Hall at 7:00 p.m. and led the audience in the Pledge of Allegiance to the Flag.

II. ROLL CALL

City Clerk Susan Trevor called the roll and those answering Present were:  Aldermen Tim Heatherly, Dave Rutledge, Dave Bates, Les Dollinger, Bob Wells, Dan Heatherly, Jaime Godina and Alderwoman Vicki McNamara   Also Present:  Mayor Rod Davies, City Clerk Susan S. Trevor, City Administrator Eric Hanson, City Attorney Marcum Spears, Fire Chief Jim Conard, Police Chief Brad Zeigler, EMC Public Works Director Andy Jackson and members of the Press.  Absent:  Cemetery/Zoning Administrator Chuck Talley

III. APPROVAL OF MINUTES

A.  June 21, 2010 Council Minutes

It was moved by Alderman Dollinger and seconded by Alderman Bates to approve the minutes of the June 21st meeting of the Council as presented.   AYE:  Aldermen Tim Heatherly, Rutledge, Bates, Dollinger, Wells, Dan Heatherly, Godina and Alderwoman McNamara   NAY:  none   MOTION CARRIED.

IV.      PRESENTATION TO THE COUNCIL

A.  Old Business

There was none to consider.

B.  New Business

1.   Consent Agenda

a.  Approval of Bills

It was moved by Alderman Dan Heatherly and seconded by Alderman Dave Rutledge to approve the bills as presented.   AYE:  Aldermen Bates, Dollinger, Wells, Dan Heatherly, Godina, Tim Heatherly, Rutledge and Alderwoman McNamara   NAY:  none   MOTION CARRIED.

C.  Committee of the Whole discussion Items

1.  EMC May Report – Andy Jackson

Mr. Jackson reported that the effluent discharged at the WWTP is well within compliance.  The treatment plant treated and discharged 219,000,000 gallons for the month of May.  The contractual deadline of July 30, 2010 should be achieved according to Mr. Jackson.  There is a small issue of seeding as according to guidelines seeding can't be done after June 15th; therefore, the seeding may be delayed until fall.  Denton-Guenther is working diligently to finish the work at the airport in time for the 4th of July Fly-In Breakfast.  The MFT over-lay project should be started this week or the next.  Mayor Davies complimented the Public Works employees on their job at the airport.

 

2.  Zoning June Report – Chuck Talley

Due to Mr. Talley's absence, Administrator Hanson reported that several building projects such as the Pizza Hut remodeling and Farmland are progressing on schedule.

Ground breaking for Monmouth Farms is due to begin the first week in July.  He also pointed out that YTD permits issued total around $18,000,000, which is good news for the City.

3.  Approval of Annual Audit Agreement with Blucker, Kneer & Assoc.

Administrator Hanson explained that this is the annual audit agreement that the City has to approve in order for Blucker, Kneer & Associates to conduct an audit of the basic financial statements of the City of Monmouth as of and for the year ended April 30, 2010.  Alderman Dan Heatherly praised Blucker, Kneer & Associates for the fine job that they have done for the City in the past and Administrator Hanson also stated that they had done an outstanding job.  It was moved by Alderman Dan Heatherly and seconded by Alderman Rutledge to approve the annual audit agreement with the firm of Blucker, Kneer & Associates for the year ended April 30, 2010.  AYE:  Aldermen Bates, Dollinger, Wells, Dan Heatherly, Godina, Tim Heatherly, Rutledge and Alderwoman McNamara.  NAY:  none   MOTION CARRIED.

V.   OTHER BUSINESS

City Administrator Hanson had nothing further to report at this time.

VII.   ADJOURNMENT

It was moved by Alderman Dan Heatherly and seconded by Alderman Les Dollinger to adjourn the meeting at 7:10 p.m.   MOTION CARRIED by unanimous voice.
