COUNCIL MEETING MINUTES

I. CALL TO ORDER & PLEDGE OF ALLEGIANCE
Mayor Rod Davies called the meeting to order in the Council Chambers at City Hall at 7:15 p.m. and led the audience in the Pledge of Allegiance to the Flag.
II. ROLL CALL
City Clerk Susan Trevor called the roll and those answering Present were: Aldermen Tim Heatherly, Dave Rutledge, Dave Bates, Les Dollinger, Bob Wells, Dan Heatherly, Jaime Godina, and Alderwoman Vicki McNamara Also Present: Mayor Rod Davies, City Clerk Susan S. Trevor, City Administrator Eric Hanson, City Attorney Marcum Spears, Police Chief Brad Zeigler, Cemetery/Zoning Administrator Chuck Talley and members of the Press. Those absent were: Fire Chief Jim Conard and EMC Public Works Administrator Andy Jackson.
III. APPROVAL OF MINUTES – February 1, 2010
It was moved by Alderman Wells and seconded by Alderman Rutledge to approve the minutes of the February 1st meeting as presented. AYE: Aldermen Rutledge, Dollinger, Wells, Alderwoman McNamara, Aldermen Dan Heatherly and Godina PASS: Aldermen Tim Heatherly and Bates NAY: none MOTION CARRIED.
IV. PRESENTATION TO THE COUNCIL
A. Old Business
There was none to be brought before the Council.
B. New Business
1. Consent Agenda
a. Approval of Bills
b. Resolution 10-005, 2010 MFT Maintenance Program
c. 2010 MFT Maintenance Engineering agreement
It was moved by Alderman Dan Heatherly and seconded by Alderman
Bates to approve the Consent Agenda as presented. AYE: Aldermen Rutledge, Dollinger, Bates, Wells, Dan Heatherly, Godina, Tim Heatherly, and Alderwoman McNamara NAY: none. MOTION CARRIED.
C. Committee of the Whole discussion Items
1. Street Mimes Request from M.C. – March 4, 2010, 3:00 to 4:00 p.m.
It was moved by Alderman Dan Heatherly and seconded by Alderman Bates to accept the recommendation of the Committee of the Whole and approve the request by the Monmouth College Classics Students to use Central Park on the Square on March 4th from 3:00 p.m. to 4:00 p.m. AYE: Aldermen Bates, Dollinger, Wells, Dan Heatherly, Godina, Tim Heatherly, Rutledge, and Alderwoman McNamara. NAY: none MOTION CARRIED.
2. Sales Tax Changes
It was moved by Alderman Dollinger and seconded by Alderman Tim Heatherly to direct City Attorney Spears to draw up two ordinances calling for the repeal of the wheel tax and amending the sales tax to 2% to be presented at the next Council meeting. AYE: Aldermen Dollinger, Wells, Dan Heatherly, Godina, Tim Heatherly, Rutledge, Bates, and Alderwoman McNamara NAY: none MOTION CARRIED.
V. ORDINANCES
There were none to be considered.
VI. BIDS, PETITIONS AND COMMUNICATIONS
A. Demolition Bid Results
Zoning Administrator Chuck Talley reported that the bids for 814 East 7th Avenue and 1036 East 6th Avenue were opened February 12, 2010 at 3:30 p.m. in City Hall. Brown Excavating submitted the low bid for 814 East 7th Avenue in the amount of $2,913.00 and also the low bid for 1036 East 6th Avenue in the amount of $2,913.00. In addition, Mr. Talley reported that demolition was begun today on the fire damaged house located at 1002 South 6th Street. It was moved by Alderman Dan Heatherly and seconded by Alderman Bates to accept the two low bids by Brown Excavating for 814 East 7th Avenue and 1036 East 6th Avenue. AYE: Aldermen Wells, Dan Heatherly, Godina, Tim Heatherly, Rutledge, Bates, Dollinger, and Alderwoman McNamara NAY: none MOTION CARRIED.
VII. OTHER BUSINESS
A. City Administrator's Report
In response to Alderman Rutledge's question about Walgreens opening, Administrator Hanson said that the opening would be the end of March or the beginning of April.
VIII. ADJOURNMENT
It was moved by Alderman Dan Heatherly and seconded by Alderman Rutledge
to adjourn the meeting at 7:31 p.m. MOTION CARRIED.
