CITY OF MONMOUTH

COUNCIL MEETING MINUTES

 

Date:   November 15, 2010                         Time:  7:00 p.m.                      Location:    100 East Broadway

I. CALL TO ORDER & PLEDGE OF ALLEGIANCE

Mayor Rod Davies called the meeting to order in the Council Chambers at City Hall at 7:00 p.m. and led the audience in the Pledge of Allegiance to the Flag.

II. ROLL CALL

City Clerk Susan Trevor called the roll and those answering Present were: Aldermen  Tim Heatherly, Dave Rutledge, Dave Bates, Les Dollinger, Bob Wells, Dan Heatherly, Jaime Godina and Alderwoman Vicki McNamara     Also Present:  Mayor Rod Davies, City Clerk Susan S. Trevor, City Administrator Eric Hanson, City Attorney Marcum Spears, Fire Chief John Cratty, Police Chief Brad Zeigler, EMC Public Works Director Andy Jackson, Temporary Zoning Inspector Jim Conard and members of the Press.

III. APPROVAL OF MINUTES – November 1, 2010

A.  November 1, 2010 Council Minutes

It was moved by Alderman Bates and seconded by Alderman Tim Heatherly to approve the minutes of the November 1st Council Meeting as corrected to reflect the date of the approved minutes to read October 18, 2010 instead of September 20, 2010.   AYE:  Aldermen Tim Heatherly, Rutledge, Bates, Dollinger, Wells, Dan Heatherly, Godina, and Alderwoman Vicki McNamara     NAY:  none   MOTION CARRIED.

IV.     PRESENTATION TO THE COUNCIL

A.   Old Business

There was none to consider.

B.   New Business

1.   Consent Agenda

a.  Approval of Bills

It was moved by Alderman Dan Heatherly and seconded by Alderwoman Vicki McNamara to approve the bills as presented.   AYE:  Aldermen Rutledge, Bates, Dollinger, Wells, Dan Heatherly, Godina, Tim Heatherly and Alderwoman McNamara   NAY:  none   MOTION CARRIED.

2.   Approval of Any Items Removed from Consent Agenda

3.   Retirement Recognition of Cemetery/Zoning Administrator Chuck Talley

Mayor Davies presented a plaque to Mr. Talley recognizing and thanking Mr. Talley for his 39+ years of service to the City in various capacities beginning as a firefighter and culminating in serving as the Cemetery/Zoning Administrator until October 31st of this year.  Mr. Talley thanked the Council, Mayor, and the staff at City Hall for all the support and assistance given to him and especially this past year during some health issues.  He also expressed his gratefulness and pride in being able to serve the City and make it a better place in which to live.  The Mayor invited everyone to enjoy refreshments and convey best wishes to Chuck after the Council meeting.

 

 

C.    Committee of the Whole Discussion items

1.   Approval of 2010 MFT Final Pay Estimate and Change Order

It was moved by Alderman Wells and seconded by Alderman Dollinger to approve the 2010 MFT Final Pay Estimate of $38,208.12 along with a Change Order for the amount of $72,877.05 to Gunther Construction Company.  AYE:  Aldermen Bates, Dollinger, Wells, Dan Heatherly, Godina, Tim Heatherly, Rutledge and Alderwoman McNamara   NAY:  none   MOTION CARRIED.

2.   Monmouth-Roseville PTC Safety Concerns at Lincoln & Central Schools

Nicole Trego on behalf of the M-R PTC expressed the following concerns about the safety of the children at Lincoln School:

1)  The need to place a stop light at the intersection of South 11th Street and East 3rd Avenue.  The PTC wondered if the stop light removed from the Willits School crosswalk on West Broadway could be moved to the above-named intersection on South 11th and East 3rd Avenue.  When it was explained to Mrs. Trego that it was not possible to move and re-install the old stoplights at this location, she said that the PTC would ask that a 4-way stop be placed there.  

2)  The M-R PTC requested that a reduced speed limit be put into effect as soon as possible on the streets surrounding Central Intermediate School and that the limit be the standard school zone limit.

City Administrator Hanson said that the issue would be taken under advisement, but thought that the signs could be implemented quickly.

3.   MFD October Report – Chief Cratty

Chief Cratty reviewed his October report for the Council as follows:

MFD responded to 130 total calls which includes 2 basement fires; rescue services; service calls; good intent calls; and other types

Staff fire training, which included training on Ventilation and Command and Control, was conducted.  Medical emergency training included the topic of Pediatric Emergencies.

MFD provided fire extinguisher training for Holy Family Medical Center

MFD crews flow tested the fire hydrants on South Main from 5th to 11th Streets.

All MFD personnel were involved in a full review of the department's emergency response policy.

MFD reviewed fire sprinkler system drawings for a project at Monmouth College and worked with Monmouth-Roseville School District in an advisory capacity on a code question related to fire doors.

MFD's Ambulance 46 is still experiencing some electrical issues, but a new "master switch" will be installed shortly, which should solve the problem.

The fire hose testing was completed on October 27th with three sections of hose failing during the testing, which is why the hoses are tested to keep problems from occurring during an emergency.

Chief Cratty also reported that he met along with other public safety leaders with the Warren County Ministerial Association to discuss how the local ministers might better support the work of public safety and thus better serve the community.

Station #2 was recently tested for mold due to staining that occurred on the ceilings in the living area of the facility; however, the tests came back negative for dangerous mold.  The situation will continue to be monitored for determining where the wetness is coming from.

4.   MPD October Report – Chief Zeigler

Chief Zeigler reviewed the MPD October report using a new format as follows:

There were 109 arrests

1293 Calls for Service

433 – 911 Calls

2376 Dispatch Calls

23  responses to traffic accidents

26.75 Grant Hours worked

10,574 Miles Patrolled

 

Chief Zeigler also announced that the Federal Grant that paid $19,340 towards the salary of our MPD Task Force Officer ran out.  The grant paid about 40% of the officer's salary.  He also informed the Council that the department hosted the "Power for Seniors" on Friday, November 12th at Strom Center.  A total of 175 meals were served and twenty-five checks for $100 were given out to aid Seniors who needed help in paying their power bills this winter.  Along with that positive report, Chief Zeigler said that a lady came into the department to express her appreciation as to how officers handled the situation with her lost child.  In response to Alderman Dan Heatherly's question as to how this year's calls compare to last year's at this time, Chief Ziegler said that the number of calls has increased from last year.

V. ORDINANCES

A.  1st Reading

1.  10-034 -- Granting a Variance, 313 South Main Street – C & D Electric

It was moved by Alderman Dan Heatherly and seconded by Alderman Rutledge to accept the recommendation of the Zoning Board of Appeals to Grant a Variance to C & D Electric to extend a roof line 24' x 30' from an existing structure at 313 South Main Street.   AYE:  Aldermen Dollinger, Wells, Dan Heatherly, Godina, Tim Heatherly, Rutledge, Bates, and Alderwoman McNamara   NAY:  none   MOTION CARRIED.

VI.     OTHER BUSINESS

A.  City Administrator's Report

Administrator Hanson had nothing additional to report at this time.

VII. ADJOURNMENT

It was moved by Alderman Dan Heatherly and seconded by Alderman Tim Heatherly to adjourn the meeting at 7:30 p.m.   MOTION CARRIED by unanimous voice vote.
