COUNCIL MEETING MINUTES

I. CALL TO ORDER & PLEDGE OF ALLEGIANCE
Mayor Rod Davies called the meeting to order in the Council Chambers at City Hall at 7:00 p.m. and led the audience in the Pledge of Allegiance to the Flag.
II. ROLL CALL
City Clerk Susan S. Trevor called the roll and those answering Present were: Aldermen Tim Heatherly, Dave Rutledge, Dave Bates, Les Dollinger, Bob Wells, Dan Heatherly, and Jaime Godina Absent: Alderwoman Vicki McNamara Also Present: Mayor Rod Davies, City Administrator Eric Hanson, City Clerk Susan S. Trevor, City Attorney Marcum Spears, Fire Chief John Cratty, Police Lieutenant Joe Switzer, Building Inspector Jim Conard, Community Development Director Paul Schuytema and members of the Press. Also Absent: Police Chief Brad Zeigler, EMC Public Works Director Andy Jackson
III. APPROVAL OF MINUTES – February 7, 2011
A. February 7, 2011 Council Minutes
It was moved by Alderman Les Dollinger and seconded by Alderman Bob Wells to approve the minutes of the February 7th Council Meeting as presented. AYE: Aldermen Tim Heatherly, Bates, Dollinger, Wells, Dan Heatherly, and Godina ABSENT: Alderwoman McNamara PASS: Alderman Rutledge NAY: none MOTION CARRIED.

1. Consent Agenda
a. Approval of Bills
It was moved by Alderman Dan Heatherly and seconded by Alderman Wells to approve the bills as presented. AYE: Aldermen Bates, Dollinger, Wells, Dan Heatherly, Godina, Tim Heatherly and Rutledge ABSENT: Alderwoman McNamara NAY: none MOTION CARRIED.
C. Committee of the Whole Discussion Items
1. MFD January Report – Chief Cratty
Chief Cratty stated that the monthly report was on-line and he could answer any questions, but he wanted to particularly call attention to the fact that the 911 system was reviewed in December. Technology has now advanced to where the MFD can implement a reverse notification system. This system is driven by anyone in the City that gives access to their phone numbers. The reverse notification can be used to let people know about snow emergencies, flushing of hydrants or any emergency. It is possible when using the system to pull up specific areas to be notified or the whole city can be informed. The charge is 55 cents per household and/or business for the year. The charge for City employees is one dollar per year, which would enable the system to be used for call backs for employees and other such issues. The total cost to the City for the year would run between $2,200 and $2,400. Chief Cratty said that cell phones can register for this system as well and the notifications can be in English or Spanish. Administrator Hanson said that the real issue is to make sure that the technology is utilized and not abused.
2. MPD January Report – Lt. Switzer
Lt. Switzer reviewed the monthly report for January as follows:
• Arrests – 154
• Calls for Service – 1086
• 911 Calls – 314
• Dispatch calls – 2,054
• Accidents – 18
• Grant Hours worked – 24
• Miles patrolled – 9,886
3. Community Development Report -- C. D. Director Paul Schuytema
Mr. Schuytema highlighted for the Council projects that he is working on as follows:
• The Illinois Main Street program will begin again in January 2012.
• There is a Best Practices program being developed for the College community for the downtown area. This program targets niche businesses for the college students.
• The Business Council is going to be testing a program whereby there will be advertisement texts sent by local businesses to people who are attending events in Monmouth.
• The Branding program of logos is underway.
• The City Website is going to a cloud based technology.
• A database on all businesses in Warren County is being established.
• The Postcard program is now set and available on the City's Website.
• The class project from WIU has been moved to fall.
• A streetscape program is being put together.
• The strategic plan for the downtown is being developed and building on the Comprehensive Plan that was done in 2007.
• Funds from sources other than governmental agencies are being sought out.
V. RESOLUTIONS
A. 11-001 – Release of Executive Session Minutes
It was moved by Alderman Bates and seconded by Alderman Rutledge to approve the release of the Executive Session Minutes from June 21, 2010, July 29, 2010, and August 16, 2010 for public inspection. AYE: Aldermen Bates, Dollinger, Wells, Dan Heatherly, Godina, Tim Heatherly, and Rutledge ABSENT: Alderwoman McNamara NAY: none MOTION CARRIED.
VI. OTHER BUSINESS
A. City Administrator's Report
Administrator Hanson said that the 2011 Yard Waste Contract will be up for approval at the March 7th Council Meeting.
VII. ADJOURNMENT
It was moved by Alderman Dan Heatherly and seconded by Alderman Tim Heatherly to adjourn the meeting at 7:20 p.m. MOTION CARRIED by unanimous voice vote with the exception of Alderwoman McNamara, who was absent.
