CITY OF MONMOUTH

COUNCIL MEETING MINUTES

 

Date:   June 20, 2011

Time:  7:00 p.m.

Location:   100 East Broadway

Monmouth, Illinois

 

 

I. CALL TO ORDER & PLEDGE OF ALLEGIANCE

Alderman Dan Heatherly called the meeting to order in the Council Chambers at City Hall at 7:00 p.m. and led the audience in the Pledge of Allegiance to the Flag.

II. ROLL CALL

City Clerk Susan S. Trevor called the roll and those answering Present were: Aldermen    Tim Heatherly, Dave Rutledge, Dave Bates, Brian Daw, Bob Wells, Dan Heatherly, Jaime Godina and Alderwoman Vicki McNamara    Also Present:  City Administrator Eric Hanson,

City Clerk Susan S. Trevor, City Attorney Marcum Spears, Fire Chief John Cratty, Police Chief Brad Zeigler, Building Inspector Jim Conard, Community Development Director Paul Schuytema, EMC Public Works Director Andy Jackson and members of the Press.  Absent:  Mayor Rod Davies

III. APPROVAL OF MAYOR PRO-TEM

It was moved by Alderman Dave Bates and seconded by Alderman Dave Rutledge to approve appointing Alderman Dan Heatherly as Mayor Pro-Tem in the absence of Mayor Rod Davies.   AYE:  Aldermen Tim Heatherly, Rutledge, Bates, Daw, Wells, Dan Heatherly, Godina and Alderwoman McNamara   NAY:  none   MOTION CARRIED.

IV.     APPROVAL OF MINUTES – June 6, 2011

A.  June 6, 2011 Council Minutes

It was moved by Alderman Bates and seconded by Alderman Wells to approve the minutes of the June 6, 2011 Council Meeting as presented.    AYE:  Aldermen Tim Heatherly, Rutledge, Bates, Daw, Wells, Dan Heatherly, Godina and Alderwoman McNamara   NAY:  none   MOTION CARRIED.

V.     PRESENTATION TO THE COUNCIL

B.   New Business

1.   Consent Agenda

a.  Approval of Bills

It was moved by Alderman Dave Rutledge and seconded by Alderwoman McNamara to approve the bills as presented.   AYE:  Aldermen Rutledge, Bates, Daw, Wells, Dan Heatherly, Godina, Tim Heatherly and Alderwoman McNamara   NAY:  none   MOTION CARRIED.

 

C.    Committee of the Whole Discussion Items

1.  MFD May Report – Chief Cratty

Chief Cratty reported that the continuing education for the month of May included Search/Rescue and Pre-Incident Planning. EMS continuing education pertained to Communicable Diseases.  He also announced that Firefighter Justin Thomas received his Fire Officer 1 certification from the Office of the State Fire Marshal.  Assistant Chief Pat Spears and Captain Josh Hinton attended and completed Fire Tactics II class sponsored by the University of Illinois Fire Service Institute.  Assistant Chief Brian Morefield completed Management IV sponsored by the University of Illinois Fire Service Institute to complete his Fire Officer II program.  During May, through a website called ISO-Online, staff updated information relating to Monmouth’s fire protection rating.  The community is a Protection Class 5 on a scale from 1 to 10 with 10 being the worst rating.  Fire Hydrant testing and Fire Hydrant Flow Testing that began in May is still continuing.  MFD staff began reviewing the final plans on the nine (9) housing units Monmouth College is putting sprinkler systems in during the summer of 2011.  MFD staff completed 38 inspections and re-inspections during the month of May in commercial properties. The 100 foot ladder/platform truck had the aerial ladder device and ground ladders tested in May and no major issues with the truck were found this year.  Tomorrow, according to Chief Cratty, the MFD is putting out a press release to talk about the distribution of smoke alarms to homes that have children 5 years old and younger along with adults 65 years of age or older.  In addition to the press release, Chief Cratty will be on the radio to talk about the smoke detector distribution program.  Also included in this program will be a few special smoke detectors for the hearing impaired.  In conclusion, Chief Cratty said that the program will be in place for one year.

2.  MPD May Report – Chief Zeigler

Chief Zeigler gave the following report for the month of May:

117 MPD arrests

1424 MPD calls for service

161 – 911 calls

2,235 Dispatch calls

30 MPD responses to accidents

15 MPD Grant Hours Worked

9,619 MPD miles patrolled

In addition, Chief Zeigler informed the Council that the annual Downhill race at the end of May went very well.  This past month also was the annual weapons qualification for all officers.  Finally, Chief Zeigler reported that the 1st night of the Community Police Academy had good attendance with Lieutenant Switzer teaching about department hiring policies and Officer Kramer talking about traffic control.

 

 

3.   Community Development May Report – Director Paul Schuytema

Mr. Schuytema reported that he along with Western Illinois University GIS Center re-created electronically the City Zoning maps to safeguard all of the City’s print Zoning Maps that currently were not backed up or duplicated.  He is also working with the WIU – GIS Center to create a GEO Coded version of the maps.  In addition to working on the afore-mentioned project, he is meeting with GREDA and the Galesburg Global Strategies Director, Gary Camarano to determine if it’s possible for Monmouth and Galesburg to partner to bring in economic development on a regional basis.  As he had informed the Council before, the City did not receive the National Endowment for the Arts Our Town Grant, but the application was given to Susan Twomey, Director of Buchanan Art Center, to submit to the Illinois Arts Council for consideration.  The grant would provide for turning upper levels of downtown buildings into artists’ living quarters while fostering development in the downstairs spaces for galleries; possibly a public theater or other related uses.  The Community Matters project with Kate Ferrer has begun.  She will match us with seven other communities that have similar qualities to compare how successful their economic development strategies have been and if it would be possible to adapt some of these strategies to our community.  The WIRC- DCEO flex grant (façade) application has been completed and submitted.  Finally, tomorrow the new City Web Site will go on line with Cloud capabilities and should be able to allow on-line citizen inquiries by Noon.

VI.   ORDINANCES

A. 1st Reading

1. 11-013 – Granting a Variance, 511 South 1st Street, Clearview Tower Co.

2. 11-014 – Granting a Special Use Permit, 703 North 5th St., Robert Deery

3. 11-015 – Granting a Variance, 124 North G Street, Beebe and Gaskill

4. 11-016 – Granting a Variance, 207 South 8th Street, Steven Buban

It was moved by Alderman Bates and seconded by Alderman Godina to accept the unanimous recommendation for approval by the Zoning Board of Appeals and approve the above-listed ordinances collectively.   AYE:  Aldermen Wells, Dan Heatherly, Godina, Tim Heatherly, Rutledge, Bates, Daw, and Alderwoman McNamara   NAY:  none   MOTION CARRIED.

VII.   OTHER BUSINESS

A. City Administrator’s Report

Administrator Hanson informed the Council that the State of Illinois is 5 months in

arrears on tax payments, which amounts to just under $345,000, to the City.  There are definitely concerns and challenges to our cash flow, but at this time the City is holding their own.  Administrator Hanson said that he is still hoping to move forward this year with the Bio-Gas project.   He also reported that last Friday the City signed an agreement with Ameren for 36 months to purchase electricity at 3.9 cents per kilowatt, which should save the City around $120,000 in the next 36 months as the City uses around 5.2 million kilowatts per year at a current cost of $40,000 per year.  There will be no penalty to the City if our usage is reduced in the next 36 months.

B.  Citizen Inquiries

There were no citizen inquiries.

 

 

VIII. EXECUTIVE SESSION

At 7:30 p.m. it was moved by Alderman Tim Heatherly and seconded by Alderman Dave Rutledge to go into Executive Session per Illinois Statute 5 ILCS 120/2 regarding Personnel Issues with no action to be taken upon return to Regular Session.   AYE:  Aldermen Daw, Wells, Dan Heatherly, Godina, Tim Heatherly, Rutledge, Bates and Alderwoman McNamara   NAY:  none   MOTION CARRIED.

At 7:56 p.m. it was moved by Alderman Bates and seconded by Alderman Wells to return to REGULAR SESSION.   AYE:  Alderwoman McNamara, Aldermen Dan Heatherly, Godina, Tim Heatherly, Rutledge, Bates, Daw and Wells   NAY:  none   MOTION CARRIED.

IX.   ADJOURNMENT

It was moved by Alderman Dave Bates and seconded by Alderman Tim Heatherly to adjourn the meeting at 7:57 p.m.   MOTION CARRIED by unanimous voice vote.
