COUNCIL MEETING MINUTES

I. CALL TO ORDER & PLEDGE OF ALLEGIANCE

Following the Public Hearing for the Utilization of the City’s Bonding Power by Monmouth College for the construction of a new Integrated Learning Center, Mayor Rod Davies called the meeting to order in the Council Chambers at City Hall at 7:00 p.m. and led the audience in the Pledge of Allegiance to the Flag.

II. ROLL CALL

City Clerk Susan S. Trevor called the roll and those answering Present were: Aldermen Tim Heatherly, Dave Rutledge, Dave Bates, Brian Daw, Bob Wells, Dan Heatherly, and Jaime Godina Absent: Alderwoman Vicki McNamara Also Present: Mayor Rod Davies, City Administrator Eric Hanson, City Clerk Susan S. Trevor, City Attorney Marcum Spears, Fire Chief John Cratty, Building Inspector Jim Conard, Community Development Director Paul Schuytema, EMC Public Works Director Andy Jackson and members of the Press. Also Absent: Police Chief Brad Zeigler

III. APPROVAL OF MINUTES – June 20, 2011

A. June 20, 2011 Council Minutes

It was moved by Alderman Wells and seconded by Alderman Rutledge to approve the minutes of the June 20, 2011 Council Meeting as presented. AYE: Aldermen Tim Heatherly, Rutledge, Bates, Daw, Wells, Dan Heatherly, and Godina ABSENT: Alderwoman McNamara NAY: none MOTION CARRIED.

IV. PRESENTATION TO THE COUNCIL

A. Old Business

There was none to consider.

B. New Business

1. Agenda Amendment

It was moved by Alderman Bates and seconded by Alderman Daw to amend the Main Agenda to include an Executive Session for potential litigation and possible purchase of real estate with no action to be taken upon return to Regular Session. AYE: Aldermen Bates, Daw, Wells, Dan Heatherly, Godina, Tim Heatherly and Rutledge ABSENT:

Alderwoman McNamara

2. Consent Agenda

a. Approval of Bills

It was moved by Alderman Dan Heatherly and seconded by Alderman Rutledge to approve the bills as presented. AYE: Aldermen Rutledge, Bates, Daw, Wells, Dan Heatherly, Godina, and Tim Heatherly ABSENT: Alderwoman McNamara NAY: none MOTION CARRIED.

C. Committee of the Whole Discussion Items

1. Zoning June Report – Jim Conard, Building Inspector

In the month of June, Mr. Conard reported that 58 permits were issued with a dollar value of $313,646 and fees collected were $3,430. Those totals bring the YTD total permits issued to 167 with a dollar value of $2,692,747 and fees paid of $7,825. Thirty-three Junk and Debris notices were sent in the month of June with 9 properties cleaned up by owner and 1 property owner was fined. Seventy-seven notices mowing notices were sent with the owners mowing 42 properties and the City mowing 35, which made the June mowing expenses amount to $3,300.

2. EMC May Report – Andy Jackson, EMC Public Works Director

Mr. Jackson reported that May was a fairly routine month overall. Mr. Jackson also reported that in May the seasonal help started taking care of the downtown area by watering flowers, weeding, cleaning up litter, assisting with mowing, where needed, and any other miscellaneous jobs that need to be done. He also said that work continues to repair winter damage to streets and other areas. Alderman Rutledge asked if a load of rock could be delivered and spread in the South pond road and parking area to which Mr. Jackson said that he would take care of the matter.

V. OTHER BUSINESS

A. City Administrator’s Report

Administrator Hanson had no further report at this time unless there were any questions. There were no questions.

B. Citizen Inquiries

There were no inquiries.

VI. EXECUTIVE SESSION

It was moved by Alderman Bates and seconded by Alderman Tim Heatherly at 7:10 p.m. to go into Executives Session per Illinois Statute 5 ILCS 120/2 regarding the possible Sale of Real Estate and possible Litigation. AYE: Aldermen Daw, Wells, Dan Heatherly, Godina, Tim Heatherly, Rutledge and Bates ABSENT: Alderwoman McNamara NAY: none MOTION CARRIED.

It was moved by Alderman Dan Heatherly and seconded by Alderman Bates to return to Regular Session at 7:40 p.m. AYE: Aldermen Wells, Dan Heatherly, Godina, Tim Heatherly, Rutledge, Bates and Daw ABSENT: Alderwoman McNamara NAY: none MOTION CARRIED.

VII. ADJOURNMENT

It was moved by Alderman Dan Heatherly and seconded by Alderman Tim Heatherly to adjourn the meeting at 7:42 p.m. MOTION CARRIED by unanimous voice vote with the exception of Alderwoman McNamara, who was absent.
