COUNCIL MEETING MINUTES

I. CALL TO ORDER & PLEDGE OF ALLEGIANCE
Mayor Rod Davies called the meeting to order in the Council Chambers at City Hall, 100 East Broadway at 7:00 p.m. and led the audience in the Pledge of Allegiance to the Flag.
II. ROLL CALL
City Clerk Susan S. Trevor called the roll and those answering Present were: Aldermen Dave Rutledge, Dave Bates, Brian Daw, Bob Wells, Dan Heatherly, Jaime Godina and Alderwoman Vicki McNamara Absent: Alderman Tim Heatherly Also Present: Mayor Rod Davies, City Administrator Eric Hanson, City Clerk Susan S. III. APPROVAL OF MINUTES – August 1, 2011
A. August 1, 2011 Council Minutes
It was moved by Alderman Bates and seconded by Alderman Wells to approve the minutes of the August 1, 2011 Council Meeting as corrected. AYE: Aldermen
Rutledge, Bates, Wells, Dan Heatherly, and Godina PASS: Alderman Daw and Alderwoman McNamara ABSENT: Alderman Tim Heatherly NAY: none MOTION CARRIED.

It was moved by Alderman Dan Heatherly and seconded by Alderman Daw to approve the Consent Agenda as presented. AYE: Aldermen Rutledge, Bates, Daw, Wells, Dan Heatherly, Godina and Alderwoman McNamara ABSENT: Alderman Tim Heatherly NAY: none MOTION CARRIED.
C. Committee of the Whole Discussion Items
1. TIF-MBC Grant
Administrator Hanson explained that Richard Lutz, Western Illinois Title Company filed an application with the Monmouth Business Council Grant Program for assistance with the development of his building located at 108 S. 1st Street. One half of the funds come from the TIF Fund and the other one half of the funds come from the MBC foundation grant. The maximum amount allowed from the two funds is 33% of the project with the owner being responsible for the other 66% of the cost of the project. The awarding of the funds
requires Council approval. It was moved by Alderwoman McNamara and seconded by Alderman Godina to approve the application by Richard Lutz for $28,715 from the MBC Building Grant to complete his renovation project of the building located at 108 S. 1st Street. AYE: Aldermen Bates, Daw, Wells, Dan Heatherly, Godina, Rutledge and Alderwoman McNamara ABSENT: Alderman Tim Heatherly NAY: none MOTION CARRIED.
2. MPD July Report – Chief Zeigler
Chief Zeigler reported that the department had a slightly busier month than the months before and reviewed the following month of July statistics for the Council:
Arrests – 112
Calls for Service – 1522
911 Calls -- 162
Dispatch Calls – 2276
Accident Responses – 15
Grant Hours Worked – 24
Miles Patrolled – 9, 433
Chief Zeigler also reported that a lot of officers worked the Cruise Night car show with no significant problems. Graduation was held for the Citizens Police Academy and Chief Zeigler felt that the 6 weeks Academy exceeded his expectations. Surveys that were filled out by the participants indicated that they all wanted the academy to be for a longer period of time and that they were all impressed with the amount of training and professionalism of the officers in the department.
3. MFD July Report – Chief Cratty
Chief Cratty reported the following for the month of July:
4 small fires
49 Rescue and emergency medical services
6 hazardous conditions (no fire)
27 Service Calls
10 Good Intent Calls
10 False Alarms
Chief Cratty also reported that Staff Training included presentations refreshing skills on Hazardous Material Awareness and Technical Rescue Awareness. The required EMS continuing education training for licensing covered bleeding and shock. Firefighter Ryan Armstrong attended Vehicle Machinery Technician training at the University of Illinois and wrote a report to give an overview of the subject matter. Under non-emergency activities 35 households called for smoke detectors to be installed under the fire act grant. Smoke detectors still have to be ordered for the hearing impaired as the department is continuing to research the best options for notifying the hearing impaired. Five new General Orders, which are directions by the Fire Chief on how to deal with specific issues when conducting department business, were drafted and reviewed during the month of July. Today, Chief Cratty looked at another Federal Grant that would provide assistance to the MFD and there are several projects that Monmouth could qualify for. These projects are: 75’ ladder truck; 10 self-contained breathing packs; Turn-out gear and a fire sprinkler system in the South Main Street station. The City’s share of the cost would be 5%.
The application period has a very narrow window and therefore it is important to complete the application immediately.
4. Community Development July Report – Director Paul Schuytema
Director Schuytema reported that the 1st of two planned sessions for the community to come and give their input for their vision of improving Monmouth was held at Monmouth College and had around 53 attendees. People were divided into groups and using the Strategic Business Plan had to develop several plans for downtown improvement; however, at the end of the session they had to pick one thing that the group felt was the most important. The process of using these community sessions is to let people know what the City is doing and to be able to utilize the ideas of the citizens to plug into the overall plan as well. The Illinois Arts Council Grant has been awarded and will be used to complete the 1st phase of the artist live-work-gallery community in the downtown area. Kate Ferrer, the WIU Masters studies student, has been doing a lot of site visits and interviews with communities that have done what we would like to do. She should have this completed by the 1st of September. On this coming Thursday, the WIU Economics Class will be here to see about doing an economic project in Monmouth. The G.I.S. zoning map is almost completed.
V. ORDINANCES
A. 1st Reading
1. 11-018 – Granting a Variance – 120 N. F Street
It was moved by Alderman Dan Heatherly and seconded by Alderman Rutledge to accept the recommendation of the Zoning Board of Appeals and approve Ordinance 11-018 to grant a variance to Karen Selby for constructing a garage larger than the one present at 120 N. F Street. AYE: Aldermen Daw, Wells, Dan Heatherly, Godina, Rutledge, Bates and Alderwoman McNamara ABSENT: Alderman Tim Heatherly NAY: none MOTION CARRIED.
VI. OTHER BUSINESS
A. City Administrator’s Report
Administrator Hanson had nothing further to report at this time.

There were no inquiries.
VI. ADJOURNMENT
It was moved by Alderman Dan Heatherly and seconded by Alderman Dave Bates to adjourn the meeting at 7:30 p.m. MOTION CARRIED by unanimous voice vote with the exception of Alderman Tim Heatherly, who was absent.
