COUNCIL MEETING MINUTES

I. CALL TO ORDER & PLEDGE OF ALLEGIANCE
Mayor Rod Davies called the meeting to order in the Council Chambers at City Hall, 100 East Broadway at 7:00 p.m. and led the audience in the Pledge of Allegiance to the Flag.
II. ROLL CALL
City Clerk Susan S. Trevor called the roll and those answering Present were: Aldermen Tim Heatherly, Dave Rutledge, Dave Bates, Brian Daw, Bob Wells, Dan Heatherly, Jaime Godina and Alderwoman Vicki McNamara Also Present: Mayor Rod Davies, City Administrator Eric Hanson, City Clerk Susan S. Trevor, City Attorney Marcum Spears, Fire Captain Casey Rexroat, Police Chief Brad Zeigler, Community Development Director Paul Schuytema, Building Inspector Jim Conard and members of the Press. Absent: EMC Public Works Director Andy Jackson and Fire Chief John Cratty
III. APPROVAL OF MINUTES – September 6, 2011
A. September 6, 2011 Council Minutes
It was moved by Alderman Tim Heatherly and seconded by Alderman Bates to approve the minutes of the September 6, 2011 Council Meeting as presented. AYE: Aldermen Tim Heatherly, Rutledge, Bates, Daw, Wells, Dan Heatherly, Godina and Alderwoman McNamara NAY: none MOTION CARRIED.

It was moved by Alderman Dan Heatherly and seconded by Alderman Tim Heatherly to approve the bills as presented. AYE: Aldermen Rutledge, Bates, Daw, Wells, Dan Heatherly, Godina, Tim Heatherly and Alderwoman McNamara NAY: none MOTION CARRIED.
C. Committee of the Whole Discussion Items
1. MFD August Report – Captain Casey Rexroat
In Chief Cratty’s absence, Fire Captain Casey Rexroat reviewed the MFD August Report for the Council as follows:
Four fires in month of August that included 1 structure fire, a dumpster fire and two fires outside a structure.
Annual required training on self-contained breathing apparatus use was conducted in August as well as crews refreshing their abilities on Terrorism Awareness.
Installation of smoke alarms under the smoke detector grant program is continuing.
Hydrant program for 2011 was completed. Approximately 99.6% of all fire hydrants were found to be in good working order.
MFD is continuing to work with Administration and Community Development on the International Property Maintenance Code.
Commercial fire inspection program is continuing with 90 occupancies inspected since mid-April.
Captain Rexroat also reported that in the last two weeks he and Chief Cratty reviewed and began the application process for 4 Federal grants to replace fire department apparatus and equipment. This process was completed and submitted on September 13th. If awarded any of the items requested, the City will have a 5% match with the Federal government picking up 95% of the rest of the cost. The MFD qualified to apply for the following:
1. 75 foot ladder truck with a 1500 gpm pump and 300 gallon water tank
2. 18 – self contained breathing apparatus
3. 1 breathing air compressor system with storage tanks and fill station
4. 1 fire sprinkler system for Station #2
The requested items total $798,000 with a $39,900 City match if all items are awarded.
2. MPD August Report – Chief Zeigler
Chief Zeigler reviewed the following August statistics for the Council:
Ø MPD Arrests – 107
Ø Calls for Service – 1522
Ø 911 Calls – 153
Ø Dispatch Calls – 2292
Ø Accidents – 25
Ø Grant Hours Worked – 21
Ø Miles Patrolled – 10,324
Chief Zeigler also reported that the department sent three officers to Western Illinois University to a homicide investigator class and that the annual firearms qualification for each officer in the department will begin this month.
3. Community Development August Report – Director Paul Schuytema
Building Inspector Jim Conard read an amended permit report.
Director Schuytema highlighted his Community Development activities for the month of August as follows:
v Met with Blanch Shoup from Ameren Workforce Study
v Met with WIU Graduate Economics Class to go over Buxton Retail Study for their September research project.
v Announced that the Anonymous Crime Stoppers web tip system is on-line
v Webstats YTD – 20,864 pageviews and 17,900 Facebook post views
v Next week there will be two landlord focus groups meeting to give feedback to our proposed Property Enhancement Program
v Grass seed give- away began today
v ArtSpace site visit – Lasted two days with 5 different meetings and tours of 7 buildings.
v Second public engagement meeting will be held on Wednesday, September 28th at the 1st Street Armoury
v Director Schuytema informed the Council that the 1st draft of Kate Ferrer’s research project is in the Council library on-line.
v Façade Grant notification has not been received.
4. National Family Day Proclamation
Mayor Davies read a Proclamation proclaiming the 4th Monday of September as Family Day 2011 -- a day to eat dinner with your children.
5. Amendment of Fence Ordinance Section 99.036 Discussion
Community Development Director Paul Schuytema reviewed the current fence ordinance and then highlighted the proposed amendments to the ordinance that would include a definition of a fence; requiring finished side of fence to face out; existing fence replacements required to meet amended requirements and finally fences may not be augmented by addition of temporary materials such as tarps, plastic sheeting, etc. Director Schuytema said that the amendment would help take care of those who try to hide junk and debris.
V. EXECUTIVE SESSION
It was moved by Alderman Dan Heatherly and seconded by Alderman Bates to go into Executive Session per Illinois Statute 5 ILCS 120/2 for consideration of possible sale of real estate and consideration of continued employment of an employee. AYE: Aldermen Bates, Daw, Wells, Dan Heatherly, Godina, Tim Heatherly, Rutledge and Alderwoman McNamara NAY: none MOTION CARRIED.
It was moved by Alderman Dan Heatherly and seconded by Alderman Wells to return to Regular Session at 8:20 p.m. AYE: Aldermen Daw, Wells, Dan Heatherly, Godina, Tim Heatherly, Rutledge, Bates and Alderwoman McNamara NAY: none MOTION CARRIED.
VI. OTHER BUSINESS
A. City Administrator’s Report
Administrator Hanson reported that he would be undergoing a medical procedure next Friday and would be on a limited schedule for several weeks. He also said that the machine for the phosphorus project was started today and the system should be up and running by the end of the week. The re-built pump is now working correctly as well. An announcement concerning the sale of the entire building that housed the Maple City Candy Company as well as Maple City Realty Company should be forthcoming next week according to Administrator Hanson. Next week Kevin McCanna from Spear Financial will be here to review the re-structuring of the 2011 General Obligation Bonds and with the passage of Bond Ordinance 11-020, the bond re-structuring will be completed. Administrator Hanson also explained that there has been a problem with the Farmland Lagoon cover. The cover has loosened itself for about 10 feet. The entire lagoon was drained and the problem is being addressed. In conclusion, Administrator Hanson said that Farmland is using too much water, 100,000 gallons per day, which at one point almost drained the North tank. Talks with Farmland have been held concerning this usage issue.
