CITY OF MONMOUTH

COUNCIL MEETING MINUTES

I. CALL TO ORDER & PLEDGE OF ALLEGIANCE

Mayor Rod Davies called the meeting to order in the Council Chambers at City Hall, 100 East Broadway at 7:00 p.m. and led the audience in the Pledge of Allegiance to the Flag.

II. ROLL CALL

City Clerk Susan S. Trevor called the roll and those answering Present were: Aldermen Tim Heatherly, Dave Rutledge, Dave Bates, Brian Daw, Bob Wells, Dan Heatherly, Jaime Godina and Alderwoman Vicki McNamara Also Present: Mayor Rod Davies, City Administrator Eric Hanson, City Clerk Susan S. Trevor, City Attorney Marcum Spears, MFD Chief John Cratty, MPD Lieutenant Joe Switzer, EMC Public Works Director Andy Jackson, Community Development Director Paul Schuytema, Building Inspector Jim Conard and members of the Press. Absent: MPD Chief Brad Zeigler

III. APPROVAL OF MINUTES – September 19, 2011

A. September 19, 2011 Council Minutes

It was moved by Alderwoman Vicki McNamara and seconded by Alderman Rutledge to approve the minutes of the September 19, 2011 Council Meeting as presented. AYE: Aldermen Tim Heatherly, Rutledge, Bates, Daw, Wells, Dan Heatherly, Godina and Alderwoman McNamara NAY: none MOTION CARRIED.

IV. PRESENTATION TO THE COUNCIL

B. New Business

1. Consent Agenda

a. Approval of Bills

It was moved by Alderman Dan Heatherly and seconded by Alderman Brian Daw to approve the bills as presented. AYE: Aldermen Rutledge, Bates, Daw, Wells, Dan Heatherly, Godina, Tim Heatherly and Alderwoman McNamara NAY: none MOTION CARRIED.

C. Committee of the Whole Discussion Items

1. Zoning September Report – Building Inspector Jim Conard

Mr. Conard reviewed the September report for the Council as follows:

 37 permits were issued for a dollar value of $185,889 and received fees

of $1, 610.

 YTD permits issued 296 for dollar value of $33,612,595 and received fees of $82,440.00.

 2010 to 2011 Comparisons are: 338 permits issued in 2010 for dollar value rounded up to $20,000,000 compared to 296 permits issued in 2011 for dollar value rounded up to $33,700,000.

 38 Junk and Debris notices were sent in September with 18 properties cleaned up; 3 properties fined; 1 property notice sent to City Attorney and 17 properties still to be checked.

 35 Mowing notices were sent out with 10 properties being mowed by the City at a cost of $1,300 and 19 properties mowed by the Owners.

2. EMC Public Works August Report – Director Andy Jackson

Mr. Jackson highlighted EMC’s August report as follows:

 Overall the month of August was a fairly routine month.

 The sidewalk replacement project utilizing MFT funds for sidewalks on North Main Street up to Euclid Avenue will be completed this week. Next year sidewalks on the Southwest side of the square will be addressed.

 Phosphorus Project is running but not totally completed as there are some issues still to be resolved. The chemical feed system is dialed in with readings of less than .8ppm on treatment side and .4ppm on the pre-treatment side. The City met its deadline issued by the EPA.

 Second re-built pump has been installed by Williams Brothers and is performing well.

V. ORDINANCES

A. 1st Reading

1. 11-020 -- Adoption of An Ordinance of the City of Monmouth, Warren County, Illinois, Providing for the Issuance of General Obligation Refunding Bonds, Series 2011, Providing the Details of Such bonds and for a Levy of Taxes to Pay the Principal of and Interest on Such bonds and Related Matters

Mayor Rod Davies introduced Mr. Kevin McCanna to explain the refunding of the Series 2011 General Obligation Bonds. Mr. McCanna pointed out that the City of Monmouth got its first stand-alone long-term rating of A+ from Standard and Poor. The rating reflects their view that the City is:

 Stable local economy centered on the agriculture, health care, and education industries;

 Continued maintenance of very strong general fund reserves despite recent drawdowns; and

 Inherent financial and revenue-raising flexibility due to its status as a home-rule community.

Mr. McCanna reported that the interest savings were about double of what was expected with D.A. Davidson & Co. of Denver Colorado submitting the winning bid of a True Interest Rate of 1.9054%. Mr. McCanna recommended that the City accept the bid by D. A. Davidson & Co. at a revised price of $4,927,883.45 with the true interest rate of 1.9054%. Administrator Hanson thanked Mr. McCanna and Speer Financial for their expert assistance through several bond re-funding projects, which has resulted in bond interest savings of over $600,000 for the City.

VI. OTHER BUSINESS

A. Municipal Pool Maintenance Discussion

Administrator Hanson explained to the Council that the Municipal Pool has some major maintenance issues. The pool is over 50 years old and has been losing significant amounts of water this past season due to cracks in the side walls and under gutters where some of the cracks are large enough to put a fist in. According to the bids received from Tri-State Pool Company, who has been our vendor for the pool for several years, the repair of these cracks would be between $30,000 and $50,000. Administrator Hanson said that the repairs would have to be in at least two phases as money has not been budgeted for this expense; therefore it would most likely need to fall into two budget years and he would like direction from the Council as to

how they would like to proceed. After discussion, Administrator Hanson said that he would obtain more definite information and make this available to Council to study before the next Council meeting.

B. City Administrator’s Report

Administrator Hanson had nothing further to report at this time.

C. Citizen Inquiries

Mr. Tom Dean of 125 S. 10th Street addressed the Council as to the possibility of establishing a park for pets. He was referred by Administrator Hanson to the Monmouth Park District and a local group of citizens who are all ready working on this issue.

VII. ADJOURNMENT

It was moved by Alderman Dan Heatherly and seconded by Alderman Tim Heatherly to adjourn the meeting at 8:35 p.m. MOTION CARRIED by unanimous voice vote.
