COUNCIL MEETING MINUTES

I. CALL TO ORDER & PLEDGE OF ALLEGIANCE
Mayor Rod Davies called the meeting to order in the Council Chambers at City Hall, 100 East Broadway at 6:00 p.m. and led the audience in the Pledge of Allegiance to the Flag.
II. ROLL CALL
City Clerk Susan S. Trevor called the roll and those answering Present were: Aldermen Tim Heatherly, Dave Rutledge, Dave Bates, Brian Daw, Bob Wells, Dan Heatherly, Jaime Godina and Alderwoman Vicki McNamara Also Present: Mayor Rod Davies, City Administrator Eric Hanson, City Clerk Susan S. Trevor, MFD Chief John Cratty, MPD Lt. Joe Switzer, EMC Public Works Director Andy Jackson, Building Inspector Jim Conard, Community Development Director Paul Schuytema and members of the Press. Absent: City Attorney Marcum Spears
III. APPROVAL OF MINUTES – November 21, 2011
A. November 21, 2011 Council Minutes
It was moved by Alderman Wells and seconded by Alderman Godina to approve the minutes of the November 21, 2011 Council Meeting as corrected. AYE: Aldermen Rutledge, Bates, Daw, Wells, Dan Heatherly, Godina and Alderwoman McNamara PASS: Alderman Tim Heatherly NAY: none MOTION CARRIED.
IV. PRESENTATION TO THE COUNCIL

B. New Business
1. Consent Agenda
a. Approval of Bills
b. Approval of 2012 Council Meeting Schedule
It was moved by Alderman Dan Heatherly and seconded by Alderwoman McNamara to approve the Consent Agenda as presented with the correction to the 2012 Council Meeting Schedule. AYE: Aldermen Rutledge, Bates, Daw, Wells, Dan Heatherly, Godina, Tim Heatherly and Alderwoman McNamara NAY: none MOTION CARRIED.
C. Committee of the Whole Discussion Items
1. EMC October Report – Andy Jackson, EMC Public Works Director
Mr. Jackson said that October was a fairly normal month with the following issues highlighted:
Ø Well #4 pump and motor were repaired and put back in service.
Ø The water line at the transfer station was completed.
Ø Leaf pickup has been proceeding normally.
Ø The phosphorus removal startup was completed on November 10th and is operating normally. It is operating right at the limit of phosphorus allowed.
2. Zoning October Report – Building Inspector Jim Conard
Mr. Conard highlighted the following from the printed report:
ü 24 permits were issued for a value of $95,957, which brings the YTD total permits issued to 363 for a value of $33,920,152.
ü 38 Junk and Debris notices were sent with 171 cleaned; 25 fined for a total of $100 collected and 10 were sent to the City Attorney.
V. OTHER BUSINESS
A. City Administrator’s Report
Administrator Hanson informed the Council that he and the Mayor met this past week with Congressman Bobby Schilling’s Chief of Staff to express concerns and needs that the City has.
B. Citizen Inquiries
There were no further inquiries at this time.
VI. ADJOURNMENT
It was moved by Alderman Dan Heatherly and seconded by Alderman Tim Heatherly to adjourn the meeting at 6:10 p.m. MOTION CARRIED by unanimous voice vote.
