COUNCIL MEETING MINUTES

I. CALL TO ORDER & PLEDGE OF ALLEGIANCE
Mayor Rod Davies called the meeting to order in the Council Chambers at City Hall at 7:00 p.m. and led the audience in the Pledge of Allegiance to the Flag.
II. ROLL CALL
City Clerk Susan Trevor called the roll and those answering Present were: Aldermen Tim Heatherly, Dave Rutledge, Dave Bates, Dan Heatherly, and Jaime Godina Absent were: Aldermen Les Dollinger, Bob Wells and Alderwoman Vicki McNamara Also Present: Mayor Rod Davies, City Clerk Susan S. Trevor, City Administrator Eric Hanson, City Attorney Marcum Spears, Fire Chief John Cratty, Police Chief Brad Zeigler, EMC Public Works Director Andy Jackson, Building Inspector Jim Conard, Community Development Director Paul Schuytema and members of the Press.
III. APPROVAL OF MINUTES – December 20, 2010
A. December 20, 2010 Council Minutes
It was moved by Alderman Bates and seconded by Alderman Rutledge to approve the minutes of the December 20th Council Meeting as presented. AYE: Aldermen Tim Heatherly, Rutledge, Bates, Dan Heatherly, and Godina, NAY: none ABSENT: Aldermen Dollinger, Wells and Alderwoman McNamara MOTION CARRIED.

B. New Business
1. Consent Agenda
a. Approval of Bills
It was moved by Alderman Tim Heatherly and seconded by Alderman Dan Heatherly to approve the bills as presented. AYE: Aldermen Rutledge, Bates, Dan Heatherly, Godina, and Tim Heatherly NAY: none Absent: Aldermen Dollinger, Wells and Alderwoman McNamara MOTION CARRIED.
2. Approval of Any Items Removed from Consent Agenda
C. Committee of the Whole Discussion items
1. Zoning December Report – Building Inspector Jim Conard
Mr. Conard reviewed the Zoning December Report as follows:
a. There were 6 permits issued for a total dollar value of $96,100.00 which brings the YTD permits issued to 338 for a total dollar value of $19,962,447.00. The dollar value for 2010 is $8,216,842.00 over that for 2009.
b. 26 Junk and Debris notice were sent with 12 properties cleaned and 4 fined. In 2010, the City collected around $600 more in fines than in 2009.
c. 2010 Mowing Expenses amounted to $400 more than 2009; however, the City received $900 more in payments in 2010 than 2009.
2. EMC Oral November Report—EMC Public Works Director Andy Jackson
Mr. Jackson reported to the Council that the 2010 leaf pickup is completed. There have been a couple of small snow events, but the City is in good shape with adequate salt reserves and functioning equipment. He also reported that Well #9 is back up and running.
V. OTHER BUSINESS
A. City Administrator’s Report
Administrator Hanson had nothing additional to report at this time.
VI. ADJOURNMENT
It was moved by Alderman Dan Heatherly and seconded by Alderman Tim Heatherly to adjourn the meeting at 7:06 p.m. MOTION CARRIED by unanimous voice vote with the exceptions of Aldermen Dollinger, Wells and Alderwoman McNamara, who were absent.
