What do I need to sign up for water?
You will need to bring a photo ID, lease agreement if you are renting, $50 for deposit, $25 for service fee. All previous water bills at a particular address must be paid before water is granted to someone else.

When should I get my water bill?
Bills are mailed on the 25th of each month, so you should be looking for the bill card within a couple days of the 25th.

What should I do if I don't get a bill?
If you don't get a bill after about a week, please contact the Water Department at 309-734-2035 and let them know you did not receive it. You may also check on-line. You
will need your Book number and Account number (may be found on an old water bill) and please call EMC @ 734-2035 for a PIN number as well as any questions you might have.

When is the bill due?
Bills must be paid by the 10th of the following month to avoid late fees. Failure to pay by the 15th may result in disconnection.

Where can I pay my water bills?
Bills can be paid at all banks and at County Market as well as City Hall. In addition, they can be paid by automatic payment through your bank or on-line.

What happens if I forgot to pay my bill and City Hall and other facilities are closed?
Bills can be put in the drop box on the west side of City Hall. Payments are collected at 8:00 a.m. every morning Monday through Friday.

Public-Private Partnership
In September, 1998, the city of Monmouth, IL, entered into an innovative and unique public-private partnership with Environmental Management Corporation (EMC), the largest provider of contracted municipal services in Illinois and who specializes in water, wastewater, and public works.

The contract agreement covers all public works functions, including water and wastewater services, street maintenance, and billing. Monmouth is the largest city in the state, and one of the largest in the nation, to have a single contract provider for all public works services.

Highlights of the contract include annual cost savings of nearly 20 percent and performance guarantees on the quality of services. The city maintains ownership of equipment and facilities and regained control over water and sewer rates.

The Monmouth-EMC partnership helped the city begin a recovery from years of financial difficulties. It was a crucial component of a long-term strategy devised to provide financial stability, improve the quality of services, reduce costs and enhance the city's economic competitiveness. The success of the agreement shows that innovative public-private partnerships occur in small communities as well as large cities.
