PERMITTED PRINCIPAL USE
1. Government buildings.
2. Universities, colleges and schools (both public and private).
3. Churches, temples, and synagogues.
4. Utility companies (both public and private).
5. Cemeteries.
6. Airports, bus terminals, and other public transportation facilities.
7. Hospitals, extended care facilities or group care facilities.
8. Prisons and detention centers.
9. Sanitary landfills.
10. Other public and semi-public uses.
11. Parks.
PERMITTED ACCESSORY USE
1. Uses clearly incidental, but necessary to the permitted principal uses.
2. Signs as approved by the Plan Commission in accordance with the use.
SPECIAL USES
1. Communication towers and stations.
2. Railroads and public utilities maintenance and storage yards and facilities.

OFF STREET PARKING: Parking requirements for this district shall be developed by the City Plan Commission at the time of the project proposal in accordance with the projected amount of traffic generated.
SETBACK REQUIREMENTS: Setback requirements shall be developed by the City Plan Commission at teh time the project is proposed.
SPECIAL REQUIREMENTS
1. An area zoned Public and Semi-Public Service District shall not be used for any other purpose than that designated. When the specified use of the area is discontinued, it shall automatically be zoned similar to the most restrictive adjoining district until appropriate zoning is authorized by the City Council.
AMENDMENT TO ARTICLE 12, SPECIAL REQUIREMENTS
2. All applications to zone an area public or semi-public service district shall include a complete description of the project which is proposed to occupy the premises sought to be rezoned. Such a plan shall include a description of any permitted accessory use, a description of any signs to be located upon or displayed from the premises, a full description of all front, side and rear yards which will remain after construction of the proposed project, and a full description of the amount of traffic to be generated by the proposed use sufficient to enable the Plan Commission to establish parking requirements.
3. Any recommendation of the Plan Commission to rezone an area to public and semi-public service district shall include a sufficient description of the project for which the property is being rezoned that will enable the provisions of paragraph 1 above to become effective upon termination of the use.
