Downtown Square Reconstruction project

INVITATION FOR BIDS

The City of Monmouth, IL will receive Bids for the Downtown Square Reconstruction project until 11:00 AM. CST on the 16th day of May, 2024, at Monmouth City Hall at 100 E. Broadway, Monmouth, IL 61462 and will be publicly opened and read at the time at the said office.

Description of Work:
The project consists of the HMA milling and resurfacing, storm sewer, curb and gutter, PCC
sidewalks, brick pavers, streetscape amenities including decorative lighting, bollards, kiosks,
benches, trash receptacles, bicycle racks, decorative archway, signage, paint pavement markings
and other collateral work at the Downtown Square.

The Project Documents may be obtained from Hutchison Engineering’s website at http://www.hutchisoneng.com under the Bidding tab.  Project documents will only be distributed electronically.  The bidder will be responsible for making hard copies of the Project Documents.  All questions shall be directed to Shane Larson at slarson@hutchisoneng.com and received no later than Thursday, May 9, 2024 at 12:00 PM.  All questions shall be answered by issuing addenda no later than Friday, May 10, 2024 at 4:00 PM.

All bids shall be accompanied by a Bid Bond and Performance Bonds will be required for this project. The right is reserved to accept any bid or any part or parts thereof or to reject any and all bids. Vendors will be required to comply with all applicable EEO laws and regulations. The submission of the bid by the offeror in response to this Advertisement for Bids constitutes an acknowledgement of and an agreement by the Offeror that it understands and will comply with the Illinois Prevailing Wage Act, provisions of the Davis-Bacon Act, and the Illinois Preference Act (30 ILCS 570).  Resolution No. 90-74 requires compliance with the Human Relations Act and all pertinent federal and state rules and regulations. The contract award shall be made to the lowest responsible bidder whose bid properly addresses and complies with the invitation and meets with the requirements set forth in the specifications in relation to the Department of Commerce and Economic Opportunity (DCEO).

A certified check or bank draft, payable to the order of City of Monmouth, negotiable U.S. Government bonds (at par value) or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to five percent (5%) of the total Bid shall be submitted with each Bid.

This project is funded in whole or in part with grant funds from the Department of Commerce and Economic Opportunity (DCEO). Attention is called to the fact that 1) not less than the Federal prevailing wages as set forth in the Contract Documents must be paid on this project unless Illinois Prevailing Wage is greater; 2) The work to be performed under this contract is subject to the requirements of Section 3, 24 CFR Part 75; and 3) The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin.  

Bidders must not be excluded from participating in any federal assistance program [24 CFR 85, Subpart C 85.35; 2 CFR 200.214].

The City of Monmouth reserves the right to reject any or all Bids or to waive any informalities in the bidding.

Bids may be held by the City of Monmouth for a period not to exceed 30 days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding the Contract.
